New contributions of the thesis:

1. The thesis is a systematic and comprehensive research on building and using informants of Counter Narcotics Police force. On the base of using and generalizing some domestic and overseas scientific researches relating to building and using confidential informants in general and building and using informants of Counter Narcotics Police force in particular, the thesis proposed suggestions that need taking into consideration.

2. The thesis focused on studying theoretical issues of informants, building and using informants of Counter Narcotics Police force such as: building the concept of informants; definition, characteristics of building and using informants; roles of informants in combating and preventing crimes of Counter Narcotics Police force.

3. The thesis paid much attention to analyzing, working out the real situation of building and using informants in combating and preventing crimes of Counter Narcotics Police force. In addition, a survey was conducted in order to analyze the real situation of building and using informants in combating and preventing crimes according to specific steps such as process, procedures of building informants, choice of people to work as informants, making documents of informants, managing and using informants. After that, some remarks and evaluations of strong points and drawbacks of building and using informants of Counter Narcotics Police force were also mentioned which were accompanied by reasons for those drawbacks.

4. Some predictions on the trend of incoming crimes and factors affecting the effect of building and using informants were taken into consideration. Finally, some suggestions were proposed in order to improve the building and using informants of Counter Narcotics Police force.
