New contributions of the thesis:

The thesis is a systematic and comprehensive research on drug crime prevention according to the function of the Border Guard in Vietnam - Laos border area with the following new findings:

1. The thesis synthesizes and builds up a system of scientific arguments on theoretical issues of drug crime prevention under the function of the Border Guard in the border area; formulates concepts, defines characteristics, clarifies political and legal bases, contents, measures, coordination relations, international cooperation, and the direction in drugs crime prevention under the function of the Border Guard in the border area.

2. The thesis also analyzes and evaluates the situation, relevant characteristics and criminological characteristics of drug crimes in Vietnam - Laos border area in an objective and scientific way; caries out survey on a large scale and area, thereby clarifies the organizations of forces and the current situation of drug crime prevention under the function of the Border Guard in Vietnam - Laos border area over the past time; evaluates and assesses the advantages, limitations, shortcomings and causes of limitations and shortcomings in drug crime prevention and control under the function of the Border Guard in Vietnam - Laos border area.

3. The thesis also forecasts the situation of drug crimes in Vietnam - Laos border area, the advantages and disadvantages affecting the prevention of drug crimes under the function of the Border Guard in Vietnam - Laos border area; proposes a number of solutions to improving the effectiveness of drug crime prevention under the function of Border Guard in Vietnam - Laos border area.
