The thesis is a systematic scientific research with new points as follows

1. The thesis studies domestic and foreign researches related to activities of professional reconnaissance against serious criminal offenses in a systematic and comprehensive way. It summarizes the results from the above works, identify the clarified and unclarified issues, and the issues that need to be further researched and resolved.

2. The thesis studies, systemizes the theoretical issues on the key criminal objects, the prevention activities of the serious criminal offenses of the Criminal Police force. It builds a theoretical system of professional reconnaissance activities to prevent serious criminal offenses from committing crimes. In particular, this is the basis for approaching the construction of concepts; specifying roles, characteristics and principles; content of professional reconnaissance and prevention of serious criminal offenses of the Criminal Police force.

3. The thesis analyzes and clarifies the situation of serious criminal offenses in Hanoi city during the period from 2010 to the end of June 2022, and properly assesses the actual status of conducting professional reconnaissance activities to prevent serious criminal offenses from committing crimes by the Hanoi Criminal Police force, draws scientific conclusions, points out the advantages, limitations, shortcomings and causes of limitations and shortcomings in the practice of coordination relations.

4. The thesis has made scientific forecasts, based on the situation and behavior of serious criminal offenses in Hanoi city, factors affecting and influencing on professional activities of reconnaissance and prevention of serious criminal offenses of the Hanoi Criminal Police force and propose solutions to improve the efficiency of professional reconnaissance activities to prevent serious criminal offenses from committing crimes of the Hanoi Criminal police force in the near future.
