The thesis is a systematical comprehensive scientific research on the work of settling crowded cases of disturbing security and order under the function of the mobile police force in the provinces and cities in the North with the following new features:

1. The thesis focuses on surveying, analysing some typical domestic and abroad projects involved in the review section studies the situation, thereby determining the content needed for further study and clarification of the thesis.

2. The thesis has developed the system of theories about the settlement of the large concentration of people causing order security disruption cases in accordance with mobile police force function in the northern provinces and cities, such as: concepts, features of the large concentration of people causing order security disruptions; concepts, features, legal basis, principles, methods and relationships between mobile police forces and other forces in the preventing and combating against the criminal, preserving security and order.

3. The thesis build systematically synchronized measures that are feasible and consistent with practical conditions, contributing to enhance the efficiency of the settlement of the large concentration of people causing order security disruption cases in accordance with the mobile police force function in the Northern provinces and cities in the coming period.
