New contributions of the thesis:                      

1. The thesis constructs a system of theories about management and education activities for rehabilitated prisoners under the function of local police force, clarifying the concept, features, rights and obligations of rehabilitated prisoners. Additionally, the thesis also clarifies the concept of "management and education for rehabilitated prisoners" at local areas under the function of local police force.

2. The thesis examines the situation of rehabilitated prisoners in Hanoi city in the period from 2008 to 2016. Based on which, it specified the situation of activities about managing and educating rehabilitated prisoners of local police force, analyzing advantages as well as limitations in the implementation of rehabilitated prisoners management and education.

3. The thesis gives scientific prediction of rehabilitated prisoners and the factors affecting the management and education in the future. It also proposes system of solutions contributing to improving activities of managing and educating rehabilitated prisoners of local police force in Hanoi city.
