With the consent of the leadership of
the Ministry of Public Security on the implementation of international
co-operation between the PPA and the Embassy of the United States of America in
Vietnam, on October 3rd, the PPA in collaboration with the Embassy USA
Consulate in Vietnam held the scientific Seminar on the theme “Rights of
criminal defendants in the law of the USA and international law” among the
experts in the field of criminal law of the United States of America and the lecturers,
students of the PPA.
Attending the Seminar were Major
General, Dr. Dang Xuan Khang, Vice President of the PPA; Mr. Thomas Eckert,
Director of Regional Security, Embassy of the United States in Vietnam; Mr. Gregrory
D'Alesandro, Political Officer, the Embassy of the United States of America in
Vietnam. The Seminar was co-chaired by Colonel, Dr. Nguyen Dac Hoan - Head of Laws
Faculty of the PPA and Dr. Anna Conley - Lawyer, Lecturer of the University of
Montana, USA.

The Seminar “Rights of criminal
defendants in the law of the USA and international law” played the important
role in the enhancing the knowledge of officers, lecturers and students of the
PPA about the law of the USA serving for the training operations. Besides, it
also helped the experts of the USA to understand about the rights of criminal
defendants under the criminal procedure code of Vietnam. The Seminar was also
the opportunity to strengthen the cooperative relationship between the PPA and
the Embassy of the USA in Vietnam in particular and between the Ministry of
Public Security and partners of the USA in general.
Speaking at the Seminar, on behalf of
the Directorate of the PPA, Major General, Dr. Dang Xuan Khang, Vice President
of the Academy expressed the sincere thanks to the Embassy of the USA in
Vietnam for the effective cooperation over the several years. He also asked the
participants to openly discuss, share experience and study from each other in
the spirit of friendship and cooperation in order to enhance the mutual
understanding and working capacity.

At the Seminar, Dr. Anna Conley presented
and shared the useful information about the criminal procedure, the operation
of the agencies involved in legal proceedings in the United States of America.
Thereby, Dr. Conley also made the comment, evaluation and shared the experiences
in the issues “Rights of criminal defendants in the law of the USA and
international law” in the state of Montana, USA. On this basis, the
participants gave the questions related to the criminal procedure and the legal
proceedings in the United States of America and were answered properly by Dr.
Conley.
At the end of the Seminar, Colonel
Nguyen Dac Hoan on behalf of the Organizing Committee highly appreciated the
exchange of the participants and confirmed the practical meaning of the Seminar
that it not only enhanced the knowledge for the officers and lecturers of the PPA
about the USA law to serve the teaching but also helped the experts of the USA
understand the rights of the defendant under the criminal laws of Vietnam.
In recent years, the PPA has implemented many
effective cooperative activities with the Embassy of the USA in Vietnam and
under the supports of the Embassy, the PPA has strengthened cooperation with
other agencies and institutions of the USA such as DEA, FBI, ILEA and
University of Maryland. The two sides have efficiently collaborated leading to
the results of enhancing mutual understanding and capacity of each side.
Especially, in 2013, the PPA in collaboration with the Embassy of the USA successfully
organized two workshops on “Relationship between investigators and lawyers in
investigation process” in Hanoi and Danang within the framework of American
Speakers. As assessment, the workshops had well contributed to enhance the
effectiveness of collaboration of investigators and lawyers in investigation
