The conference also had the presence of the Colonel, Dr. Can Van Chuc – Deputy Director  of  Training plan Department -MPS; Major General, Assoc.Prof.Dr Nguyen Quy Khoát - Vice President of the People’s Security Academy; representatives of functional units under the Political General Department , Head of the Department of Educational Testing and Quality Assurance, the People’sPubluc Security School in the northern region; representatives of functional units under the PPA and all oficers of Department of Educational Testing and Quality Assurance.

Overview of the Conference

Implementing Plan No 5406/KH-X11-X14 dated on 5/22/2015 of the Political General Department of MPS on the preliminary report on the performance of Decision No. 3535/QD-X11-X12, dated on 4/22/2013 on defining functions, tasks, powers and organizational instruction of the Department of Educational Testing and Quality under People’s Public Security Schools. The PPA has developed the Plan No. 1087/KH-T32-KT & DBCLDT dated 7/28/2015 on the 02-year preliminary report on Implementing the Educational Testing and Quality Assurance. Through 02 years implementing tEducational Testing and Quality Assurance, some positive results have been achieved”.

- Regarding Testing:
+ Coordinate with leaders of functional units to control exam invigilation, outcome exams, directly receive exam papers, make detachable heads, assign exam assessment, re-assessment for finishing units of study (subjects) at classes inside and outside the academy.
+ Guide and coordinate with faculties and departments to set up, supplement and update exam questions serving final exams of study units (subjects), for classes, systems.
+ Organize inspection, supervision and control over enrollment and graduation examination phases for all types of training under regulations of the Ministry of Education - the MPS. Organize examination, assessment of the implementation and ensure outcome conditions ...
 
- Regarding the educational verification and quality assurance:
+ Perform inspection of training - learning, supervise examinations for finishing units of study (subjects) at classes inside and outside the academy.
+ Apply camera and tracking system to some auditorium and classroom areas. Then, improving the self-consciousness of staff, teachers and students in the observance of teaching-learning rules and regulations.
+ Build coordinative relationships with the Department of Educational Testing and Quality Assurance, Department of Training Management, Department of Training Management of  Part-time Training System, Student Management Department, and units involving in the inspection of training – studying activities.

At the conference, participants also focused on discussing some key issues such as: Thoroughly implementing Decision No. 3535/QD-X11-X12, dated 4/22/013 of the Political General Department; difficulties and shortcomings in the management and direction of leaders at all levels in the implementation, mechanism, guarantee conditions; gave recommendations, proposals aimed at improving the quality and effectiveness of the Educational Testing and Quality Assurance

Ending the conference, discussed ideas were gathered, evaluated, added and edited timely in order to overcome limitations and promote advantages towards building and implementing the Educational Testing and Quality Assurance more effectively.
