Three platforms, namely the website (https://olympicenglish.vn/canbotre), Facebook Messenger (https://www.facebook.com/OlympicCanbotre/), and the Thanh Nien Viet Nam application, allow young cadres to participate in this competition. The majority of participants are Youth Union members, young public officials and contracted public employees, business-sector employees and military officers between the ages of 18 and 35.

Topics and questions covered in the 5th Olympic English Contest including the history, politics, economy, society, and culture of Vietnam; the situation of the region, the world, and international integration; the Ho Chi Minh Communist Youth Union, Vietnam Youth Association, and the Vietnamese Students Association, particularly the Political Report of the 12th Congress of the Ho Chi Minh Communist Youth Union.

The competition consists of three progressive rounds that take place from May to August 2023 and offers tempting prizes, including money, online English courses, and chances to participate in international events of the Ho Chi Minh Communist Youth Union and the National Committee on Youth of Vietnam in the years 2022-2023.

Addressing the opening ceremony of the competition, Mr Nguyen Tuong Lam - Secretary of Ho Chi Minh Communist Youth Union, Vice President of the National Committee on Youth of Vietnam stated: “The 5th Olympic English Contest for young cadres in 2023 is a great English practice platform for national young cadres that is held annually by Ho Chi Minh Communist Youth Union as part of a program aimed at improving English proficiency among Vietnamese youth from 2018 to 2022”.

Nguyen Tuong Lam, the secretary of the Ho Chi Minh Communist Youth Union, mentions that after four conservative years of its organization, the competition has attracted almost 230.000 participants and 2.6 million times of submissions. After reviewing the results, the organization committee estimated that the majority of participants were fluent in four language skills - listening, speaking, reading, and writing - and at Level 3 or 4 of the Vietnamese Standardized Test of English Proficiency (VSTEP).

The active and excellent involvement of young cadres in recent years demonstrates their commitment to having a good impact on both other members of the Youth Union and young people in general and generating energetic momentum for the development of the whole country.

In order to ensure the success of both the contest and the “Assisting English Ability and Promoting International Integration for The Youth of Vietnam” program in the 2020 - 2030 period, Mr. Nguyen Tuong Lam suggested that 100% of the Youth Union candidates, especially those who are at the grassroots level and young public officials, contracted public employees, young employees of the business sector and young officers of armed forces, should actively participate in the competition.
