The conference were attended by Major General. Tran Van Ve - Deputy Director General of the Police General Department, MPS; Major General, Assoc. Prof. Dang Xuan Khang - Vice President of the PPA; Major General. Do Huu Ca -Director of the Hai Phong Public Security; Colonel. Nguyen Trong Phuong - Deputy Director of the Hai Phong  Public Security.

Besides, there were the leaders of the relevant professional Departments - MPS; the Commanders of Hai Phong Border Guard; the senior experts of the PPA; the representatives of the relevant professional Departments from the Public Security forces of Hanoi, Quang Ninh, Thai Binh, Hai Duong together with the leaders of local Public Security in Hai Phong.

The view of co-chair of  the conference

Currently, in Vietnam, residential management is being conducted by the "household registration". Thereby, it has been assisting the Public Security forces to control the situation of residential, population mobility serving for the task of protecting public order. However, in the new situation, with the fundamental change of economic, political, cultural, social, national defense situation, especially the tendency of internationalization, regionalization required the task of residential, citizen management to innovate, reform in many fields to ensure the harmony between the rights and legal interests of citizens and the State, the society; as well as guarantee the harmony between the freedom of residence as well as other fundamental rights of citizens and the responsibility of the State for developing economy, strengthening national defense and security, preserving social order and safety.

 The overview of the conference

At the workshop, the leaders of Professional Departments, the PPA’s senior experts, the representatives of the Public Security forces in Hai Phong and other provinces focused on analyzing and forecasting situation; proposing solutions as well as recommendations to improve efficiency of the efficiency of residence and national data management on population, meeting the requirements in the current period. All of the speeches confirmed that the task of residence and national data management on population was an indispensable work for the social management of the State and the MPS which should be invested appropriately with the role of preserving national security, ensuring social order and safety.

The participants spoke at the conference

As for the Hai Phong area, the speakers clarified that the characteristics of economy, politics, culture, security, defense and residence... with unique features of Hai Phong affected the task of residence and national data management on population. Based on that, they made comprehensive analysis, clarified the achievements as well as limitations of the current management task.

Basing on the opinions of the delegates, Major General. Tran Van Ve - Deputy Director General of the Police General Department, MPS required the concerned agencies to apply experiences into training work of the PPA; limitations and propose amendments to the Law on Residence and practical guideline documents. At the same time, Major General. Tran Van Ve requested local Public Security forces to enhance the task of constructing and completing the Project on Population National Database  in the future.
