New contributions of the thesis:

The thesis is an in-depth, systematic research on surveillance operation in preventing and fighting crimes violating regulations on the management and protection of endangered precious and rare animals of the Environmental Police Force.

1. The thesis developes concept, characteristics and tasks of a surveillance operation in preventing and fighting crimes violating regulations on the management and protection of endangered, precious and rare animals; analysis of characteristics in the establishment, organization of the fighting, commanding, directing, coordinating and international cooperation in preventing and fighting crimes violating regulations on the management and protection of endangered precious and rare animals of the Environmental Police Force. Thereby, contributing to supplement and develop theory of surveillance operation in preventing and fighting crimes violating regulations on the management and protection of endangered, precious and rare animals of the Environmental Police Force.

2. By the methodology: actual survey, statistics, synthesis, analysis, comparison, case study, consulting experts, scientific seminar, the thesis assesses the situation, characteristics of crimes against regulations on the management and protection of endangered, precious and rare animals in Vietnam for the period from 2010 to June 2021; assesses the real situation of the surveillance operation in preventing and fighting crimes violating regulations on the management and protection of endangered, precious and rare animals of the Environmental Police Force. On the basis of practical survey, the thesis points out the limitations, shortcomings and its causes in implementing the task of surveillance operation in preventing and fighting crimes violating regulations on the management and protection of endangered, precious and rare animals of the Environmental Police Force.

3. On the basis of analysis and evaluation, the thesis forecasts factors affecting to the preventing and fighting crimes violating regulations on the management and protection of endangered, precious and rare animals of the Environment Police Force in the coming time. Moreover, the thesis proposes a system of relatively comprehensive and feasible solutions to contribute and improve the effectiveness of the surveillance operation in preventing and fighting crimes violating regulations on the management and protection of endangered, precious and rare animals of the Environmental Police Force.
