New contributions of the thesis:

1. The thesis studied on domestic and international research relating to its tittle, from which concluded those issues to study further. The Thesis contribute to the systemization and addition, completion of theory on all-people movement to protect national security in accordance with functions of the police force for administrative management on social order. The thesis developed, supplemented definitions, characteristics of the all-people movement to protect national security; definitions, legal basis, characteristics, contents, measures and cooperative relationship in building all-people movement to protect national security in accordance with functions of the police force for administrative management on social order.

2. The thesis reviewed the current situation of the all-people movement to protect national security in Hanoi city. Moreover, the thesis evaluated the situation of development of all-people movement to protect national security integrated with functions of the police force for administrative management on social order in Hanoi city. Hence, pointing out those strengths, achievements; limits, shortcomings and providing an analysis and evaluation on causes of those limits, shortcomings.

3. The thesis analyzed scientific forecasts on those factors which impact on the development of all-people movement to protect national security in Hanoi city, thereby recommending practical, possible and applicable measures to enhance the efficiency of the development of all-people movement to protect national security in Hanoi city following the functions of police force for administrative management on social order.

Those findings from the thesis have scientific value that could be used in research, lecture, composing textbooks, referencing material in Public Security’s institutes.
