New contributions of the thesis:
The thesis has studied systematically and comprehensively activities of the People's Police Force in preventing and detecting crime forging seals of agencies or organizations. New contributions of the project are shown in the following contents:
1. The thesis clarifies theories on activities of the People's Police Force in preventing and detecting crime forging seals of agencies or organizations as well as in preventing crimes in general. The thesis has developed concepts of seal, crime forging seals of agencies and organizations; concept of prevention and detection of crime forging seals of agencies and organizations; the thesis has specified characteristics of these activities; contents and measures to be carried out to detect and prevent crime forging seals of agencies, organizations.
2. The thesis has surveyed, assessed the situation of crime forging seals of agencies or organizations so far, paid close attention to serious and typical cases, drawn causes and conditions of this types of crime as basis for proposing remedial measures. The thesis has summed up and evaluated the actual situation of the people's police force in preventing and detecting crime forging seals of agencies and organizations in the past years; the results achieved as well as the shortcomings, limitations and causes, limitations in the prevention and detection of this type of crime.
3. The thesis makes scientific forecasts on crime forging seals of agencies or organizations and to propose solutions in terms of law, awareness and profession, receipt and exchange of information and documents; organization of forces; management to improve the effectiveness of the prevention and detection of crimes in general, and crime forging seals of agencies and organizations in Vietnam in particular. The solutions put forward are based on the scientific grounds both in theoretical as well as research results and field surveys in the whole country. Therefore, it can be asserted that solutions given in the thesis are all feasible and can be studied, applied in practice.
