New contributions of the thesis:

It is the first monographic work in criminology and criminal prevention field at Doctoral level that intensively research about collecting, evaluating and using evidence in investigation of appropriating property cases that related to foreign elements under function of the People's police force.

1. The thesis systematizes and analyzes to further clarify the theoretical issues on collecting, evaluating and using evidence in investigation of appropriate property cases that related to foreign elements such as: concept, legal characteristics of crimes of infringing upon ownership rights that have appropriation; evidence and matters that need to be proved in appropriating property cases related to foreign elements; methodology and measures to collect, evaluate and use evidence as well as the coordination relationship in collecting, evaluating and using evidence in investigation of appropriating property cases that related to foreign elements. 

2. Surveying and providing the scientific conclusions on the situation of collecting, evaluating and using evidence in investigation of appropriating property cases that related to foreign elements under function of the Criminal police force; indicating the advantages and shortcomings, limitation and problems of mentioned activities.

3. On the basis of studied theory and reality of activities of collecting, evaluating and using evidence in investigation of appropriating property cases that related to foreign elements, the thesis predicted the scientifically the research issue and proposes several solutions that are systematic, comprehensive and feasible in order to improve the operation efficiency in the future.
