Within the framework of international
cooperation between the People's Police Academy and the international
consulting agencies and non-governmental organizations related to the training
law enforcement forces, Australia, on 24 January 2013 at the PPA, on behalf of
the Directorate, Major General Prof. Nguyen Xuan Yem, President, also heads of
functional units of the Academy warmly welcomed Mr. Alan McCagh, CEO and general
manager for international cooperation programs in the field of Justice and
Security (Coffey International Development, Australia).
Opening the
meeting, on behalf of the delegation of Australian and international consulting
company (Coffey International Development,Australia),
Alan McCagh introduced and presented a summary of the history, functions, their
duties and authorities to the President and other leaders of the People's Police Academy.
The Coffey International Development and its representative office in Vietnam
since 1995 is known as one of the leading company of the Commonwealth of
Australia in the areas of construction and international development
cooperation sectors in the region, with the experience and tradition of the
last 20 years in Vietnam. This company has done major projects in Vietnam, as
Consultant on the Asian Development Bank (Asian Development Bank - ADB), World
Bank (World Bank - WB), UNDP, the Office Development (AusAID), Denmark (DANIDA)
in the areas of infrastructure development, education, institutional, project
management and so on at most of the provinces and cities of Vietnam.
At his meeting
with Alan McCagh, in the friendliness and hospitality atmosphere, the President
of the PPA exchanged some content related to the possibilities and
opportunities for cooperation between the two sides: firstly, feasibility model
of international cooperation in training and regional countries in the
framework of the implementation of anti-human-trafficking project in Asia
(ARTIP) new phase between the partners of Australia and the PPA ; secondly, the
content and the feasibility to develop training methods to improve the capacity
of Vietnamese police in the fight against human -trafficking in present in the
country and the region; thirdly, stability firmly in the training of police
forces fight human-trafficking crime in the Mekong River area when being
implemented in the PPA in the near future.
Through meetings
and exchange basic information and capabilities as well as human resources,
training experience along with a team of scientists specialized training in
human-trafficking crime prevention police forces at the PPA, Alan and his
colleagues of the international consulting firm, Commonwealth of Australia has
more information and materials and compelling basis during the construction and
provide new ARTIP program has a positive solution and suitable for the field of
police training if being implemented and cooperated with the PPA.
Alan McCagh
Alan is
experienced in the design, review, management and implementation of major
development initiatives working with government and communities in the Pacific,
South East Asia and East Africa to build
capacity towards the development and implementation of national justice reform
agendas. He has particular expertise in Cambodia,
Vietnam, Timor Leste and Vanuatu.
A former
Assistant Commissioner of Police in Western
Australia, Alan is expert in interagency cooperation
to improve justice service delivery. Alan also works with the Commonwealth
Attorney General’s Department and NGOs to review and design justice
interventions in indigenous communities in Western
Australia and South
Australia. His particular interests are crime
prevention and gender based violence. Alan holds several commendations and
service medals with the WA Police Service, he is also a recipient of the Royal
Government of Cambodia Sahametrei Medal 2009 for services to the Cambodia
Criminal Justice Assistance Program and to the Cambodian Law and Justice
Sector. |
