PPA attends China - ASEAN Police Principal Forum in China

Sponsored by the Chinese Ministry of public security, Yunnan Police Officer Academy hosted this event in Kunming, Yunnan with the participation of 70 representatives from police training institutions of countries: Bangladesh, Cambodia, China (including Hong Kong and Macau), Indonesia, Laos, Malaysia, Myanmar, Sri Lanka, Thailand, the Philippines and Vietnam.

At the event, the representatives discussed and gave the presentation and evaluation of models and results of international cooperation in police training. Through the reports and discussion, it can be seen that the police training institutions participating in the forum are aware of the importance and necessity of enhancing the international cooperation in police training and strengthening capacity for law enforcement forces. Many training institutions shared experiences, good or effective models in police training cooperation, such as the forms of teacher and coach exchange, student exchange, delegation exchange, coordination in scientific research.

Attending the forum, representatives of Vietnam, Senior Colonel, Assoc. Prof. Dr. Nguyen Dac Hoan had a presentation on the international cooperation in police training of the Vietnamese People's Police Academy. The presentation provided a number of Vietnamese experiences such as: diversify cooperation forms that are suitable to the requirements and capabilities of each party; actively participate in bilateral and multilateral cooperation mechanisms. At the same time, the representatives of Vietnam requested the police training institutions of the participating countries to continue to pay attention to the implementation of specific cooperation activities to improve the quality and effectiveness of training and building international standards on police training in the region, to ensure the coping with complicated developments in security and order and crime prevention and combat in the context of integration. The speech was highly appreciated by delegates.

At the end of the event, the representatives agreed to strengthen cooperation in training and scientific research; implement various activities such as delegation exchange, teacher exchange, student exchange and collaboration in research, thereby creating the basis for sharing resources of police training, strengthening the human resources development of the countries and enhancing law enforcement in the region.

The delegations were unanimous in setting up a network of liaison officers from each police training institution to participate in this co-operative mechanism to maintain and link the training institutions, thereby promoting the cooperative activities after each session. At the same time, the delegates also agreed that the China-ASEAN Police Principal Forum would be held every two years, with the hosting of member countries according to rotating mechanism in spirit of justice, voluntariness and consensus.
