In the framework
of foreign affairs and international cooperation of the PPA, on December 29th,
2014, Lieutenant General, Prof. Dr. Nguyen Xuan Yem, President of the PPA
received and worked with Mr. Trieu Van Bang (Zhao Wanpeng), Police Counsellor
of Embassy of the People's Republic of China in Vietnam. Attending the meeting
also were Mr. Kim Quang Ngo (Wu Guanjin), Police Liaison Officer - 3rd
Secretary and the functional units of the PPA.
At the meeting,
Mr. Trieu Van Bang expressed the sincere thanks to the leaders of the PPA for
arranging time to work with Embassy of the People's Republic of China in
Vietnam. Especially Mr. Trieu Van Bang had time to work in the China’s National
Narcotics Control Commission for and had the opportunity to work with the
President of the PPA when he used to be the Deputy Chairman of the Office of
Vietnam’s National Drug Prevention Commission.
Before running
his mission as the Representative of Chinese Police in Vietnam since April,
2014, Mr. Trieu Van Bang actively promoted the cooperative relationship in all
fields between the Ministry of Public Security of Vietnam and the Ministry of
Public Security of China. He confirmed that the traditional relationship and
cooperation between the two Ministries of the two countries have being developed,
however, the cooperation in police training especially between the PPA of
Vietnam and the People's Public Security University of China has been
implemented limitedly, not corresponding to the potential of the two sides.

Lieutenant
General Nguyen Xuan Yem welcomed Counsellor and Police Liaison Officer of
Chinese Embassy in Vietnam for visiting and working with the PPA. Lt.Gen.
Nguyen Xuan Yem presented the overview of building and development process of
the Academy. He said that the Ministry of Public Security of China had much experience
in ensuring the social order and safety and the functional units of the Vietnamese
PPA could study these valuable experiences in the process of work. Thus, it was
essential to enhance the cooperation between the two sides. In 2008, the PPA received
the delegation of China's Public Security University to visit and worked at the
PPA on the occasion of 40th anniversary of the Academy’s traditional day. The two
institutions signed the Memorandum of cooperation. However, so far, the
co-operative activities have not implemented much, not corresponding to the
needs and potential of the two sides.
The President of
the PPA wished that Mr. Trieu Van Bang would become the active link in the
implementation of effective co-operation between the Public Security forces of
the two countries in general and between the PPA of Vietnam and China's Public
Security University in particular. Currently, the PPA is finalizing the
procedures to implement the specialty in Chinese language and expected to start
training from 2015. At the same time, in the process of building, upgrading the
library of the PPA, therefore, the President of the PPA hoped that Embassy of
the People's Republic of China in Vietnam would support the references and
materials science of language as well as in the field of law enforcement in
China to the Academy in the coming time.
Mr. Trieu Van
Bang expressed the impression of the development of the PPA, noted the exchanged
opinions and affirmed to work with the authorities of the Ministry of Public
Security of China about the cooperative contents with the PPA. Especially, he
would endeavor to promote the cooperative relationship between the People's
Police Academy of Vietnam and the People's Police University of China, Yunnan
Police Academy, which are the large training institutions and have the
effective potential of cooperation with Vietnam.
Ministry of Public Security of China has deployed the systems of liaison officer at the Embassy, diplomatic missions since 1998, starting from the Chinese Embassy in the United States. Up to now, more than 60 liaison officers, police attaché have been assigned to work at the Embassy, diplomatic missions of China in more than 30 countries. In Vietnam, Police Counsellor has begun the working term since April, 2014. In 2014, through unit of police contact, the two sides exchanged over 50 delegations, transferred more than 70 offenders to the functional authorities. |
