On October 24th, 2014, Senior
Colonel, Assoc.Prof.Dr. Nguyen Thien Phu, Vice President of the PPA attended
the Conference on ODA mobilization for Public Security sector co-held by the
Ministry of Planning and Investment and the Ministry of Public Security (M.P.S)
in Hanoi.
Senior Lieutenant General Dang Van Hieu,
member of the Party Central Committee, Permanent Deputy Minister of Public
Security; Mr. Nguyen Chi Dung, member of the Party Central Committee, Deputy
Minister of Planning and Investment co-chaired the Conference. Attending the Conference
also were the Ambassadors; Heads of agencies, development aid organizations, sponsors,
international guests and leaders of ministries, central agencies and
localities.
Opening the Conference, Permanent Deputy
Minister of Public Security Dang Van Hieu emphasized that in the previous years,
the investment programs and projects in every fields promoted the efficiency, met
well the duty of fighting against crime, ensuring the security and order,
protecting the peaceful and happy life of the people. Thereby, the Permanent Deputy
Minister expressed the gratitude to the sponsors and international
organizations for the support in both spirit and material for the M.P.S of
Vietnam in recent years. The Permanent Deputy Minister emphasized that to
enhance the efficiency of management and use of ODA from the international
sponsors, in the coming time, the M.P. S of Vietnam would make well the work of
investment preparation and project management; obey the law and meet the practical
requirements; ensure the attraction, management and use of ODA and concessional
loans to achieve the high and sustainable results. Lieutenant General Dang Van
Hieu also said it would prioritize the emergency key projects such as sector of
fire protection, emergency rescue, traffic safety and order, health, education
and training, development of security industry, etc.

Thien Phu, Vice President of the PPA reported the results of the use of ODA at
the Academy in recent years, assessed the demands as well as sectors for
attracting ODA and proposed some solutions to improve the efficiency of using ODA.
At the Conference, Vice President of the PPA also expressed thanks to the Agencies
inside and outside the country for the help and support permanent in all
aspects, namely the close guidance of the leaders of the M.P.S, the help from
international partners, including Japan International Cooperation Agency
(JICA), the Korea International Cooperation Agency (KOICA), which made the
positive contribution to the development process of the PPA to become the key
institution of the M.P.S in 2015 and of the Nation in 2020.
At the Conference, the representatives
exchanged the information, share the experiences in order to enhance mutual
understanding; improve the investment environment; attract strongly the
resources for state management on social security, prevention and fight against
crime, protection of social order and security; orient the attraction and use
of ODA of the M.P.S in the near future.
Until the end of 2013, the M.P.S has received and implemented 29 programs and projects with a total capital of about US$ 156.7 million. These programs and projects have been financed by the bilateral sponsors and multilateral ones such as France, Austria, Japan, Korea, etc. Up to now, the projects disbursed approximately US$ 132 million. This capital has contributed to the modernization of equipment for fire protection and emergency rescue, health systems development, population management, traffic monitoring, etc. Especially, the field of fire protection and emergency rescue are funded approximately US$ 100 million. The ODA programs and projects have enhanced the capacity for firefighting and prevention forces, provided the modern equipment and facilities to improve the efficiency of fire prevention and emergency rescue. In the field of traffic safety, the M.P.S has received about US$ 16 million. The investment and implement of the projects have raised the level of officers, traffic police force; enhanced the modern professional facilities and equipment to help the traffic police force improve the work efficiency.
To implement the strategies and development plans of the Public Security force, from now to 2020, the demand for capital investment in the development of the M.P.S estimated VND 70 to 80 trillion (about US$ 3.8 billion). The expectation of the M.P.S is mobilizing US$ 200 million in ODA to enhance the equipment, facilities, science and technology in order to improve the ability of serving the community. |
