Attending the Ceremony were Lieutenant General, Dr. Bui Van Thanh, Member of the Police Central Party Committee, Vice Minister of Public Security; Lieutenant General, Dr. Bui Xuan Son, Deputy Director General of General Department of Logistics and Technology; Major General, Assoc.Prof.Dr. Do Ngoc Can, Deputy Director General of General Political Department of the MPS; representatives of the High Command of Mobile Police; representatives of the Departments of the MPS and the police training institutions. On the side of the PPA were Lieutenant General, Prof. Dr. Nguyen Xuan Yem, President of the Academy; the members of Party Committee, the Directorate of the Academy; representatives of the functional units with numerous officers and lecturers of the PPA.

 the Doctor Degree Certificates for new Doctors

At the Ceremony, on behalf of the Central Party Committee of MPS and leaders of the Ministry of Public Security, Lieutenant General, Dr. Bui Van Thanh, Vice Minister of Public Security congratulated and presented the Doctor Degree Certificates for 52 new Doctors who had successfully defended the PhD thesis. He recognized, appreciated and warmly praised the outstanding achievements in the education of the PPA in recent years. In the period of integration into the economy of the region and the world, besides the advantages, our country had to face with many difficulties and challenges, including the task of fighting and preventing crimes, especially the transnational crimes. The nature and the acts of crimes were increasingly sophisticated, thus, it was necessary to have the high-quality police officers keeping pace with the other countries in the region and the world.

Lt.Gen., Prof. Dr. Nguyen Xuan Yem awarded the Certificates of Merit for 

 fellows who got many achievements in education, training and scientific research

For these reasons, the Vice Minister of Public Security required the PPA to specify and implement effectively the Resolution No. 29 of the Executive Committee of the 11^th Party Central Committee on Fundamental and comprehensive innovation of education and training; collaborate with the professional units of local police to associate the theory with practice, regularly update the reality, the requirements of the fight against crimes; forecast the situation of crimes in the new period, set out the effective measures to prevent and fight against crimes; strengthen the international cooperation; build the Academy to become the key institution of the country, towards the region and the world. Lieutenant General Bui Van Thanh also asked the new Doctors to continue to effectively apply the knowledge, the methodology had been trained in the PPA, do actively the scientific research, provide the practical experience for the PPA to contribute to improving the system of professional theory and meet the requirements in the new situation.
