On August 21st, 2015, the PPA
in collaboration with the Police Department of drug-related crimes
investigation - MPS, Anti-Smuggling Investigation Department - General
Department of Customs, Department of Drug Prevention - High Command of Marine
Police, the police force for drug-related crimes investigation of local police in
the northern provinces held the scientific Workshop “Improving communication
skills to prevent drug related crimes in northern provinces”.

- Vice President of the PPA; Senior Colonel Pham Van Chinh - Deputy Director of
Police Department of drug-related crimes investigation - MPS co-chaired the
Workshop. Attending the Workshop were leaders of the MPS’s Departments; the forces
of Border Guard, the Customs, the Coast Guard and the local police of the northern
provinces; the units of the PPA and the students of specialty of drug-related
crimes investigation.
Overview of the Workshop
Through the opening speech of the Workshop,
Colonel, Assoc.Prof. Dr. Bui Minh Trung - Head of Faculty of drug-related crime
investigation - PPA reported that in the recent years, the situation of
drug-related crimes was extremely complex, had the tendency to increase the
number of cases, objects, the amount and types of narcotics drugs and especially,
the nature of crime was increasingly reckless, the activities were organized,
professional and transnational, in particular in the border area of Northwest and
Northeast. To fight against drug crimes effectively, the police force for drug-related
crimes investigation of the MPS closely coordinated with the functional forces
inside and outside the Public Security force and synchronously used the
measures, tactics, particularly, the measures of legal propaganda and mass mobilization
to prevent and combat the drug-related crimes played the very important role in
the fight against this type of crime.
At the Workshop, all presentations
focused to clarify the following issues:
- Analyze and clarify the recent theoretical
issues on propaganda for drug related crimes prevention.
- Assess the current status of crime and
drug related to social evils, the results in the fight against this crime as
well as the propaganda for prevention of drug-related crimes in the northern
provinces in recent years.
- Exchange the advantages, limitations
and their causes of propaganda for the fight against drug crimes.
- Mention the experiences in implementing
some propaganda models for prevention of drug related crimes.
- Forecast the situation of drug crimes
and drug related to social evils in the northern provinces, point out the recommendations,
proposals for innovation, improving the efficiency of the mass mobilization in preventing
the drug-related crimes in the northern provinces in the near future.

Speaking at the Workshop, Colonel Pham
Van Chinh - Deputy Director of Police Department of drug-related crimes
investigation - MPS affirmed that in the fight against drug crimes, the
propaganda was the forefront measure, the prevention and fight against drugs
should be combined together. The propaganda must be done comprehensively,
regularly, perseveringly and need the drastic participation of authorities,
governments, organizations. In addition, the Public Security forces need actively
to make the annual propaganda plan on drug prevention; strengthen the
inspection; combine propaganda with attack of the drug-related crimes. At the
same time, it was necessary to strengthen the budget for the activities of drug
related crimes prevention in general, for the mobilization of ethnic minorities
in particular in preventing and combating drug crimes.

At the end of the Workshop, Major
General, Prof. Dr. Nguyen Van Nhat - Vice President of the PPA emphasized that
the Workshop clarified the role of propaganda for drug crimes prevention, pointed
out the valuable scientific basis and practical experiences in mobilizing
people to participate in the fight against drugs and drug crimes prevention. In
particular, many specific practical solutions were proposed to improve the
communication skills in order to prevent the drug related crimes in the coming
time, contribute to improving the efficiency of the fight against crimes,
maintaining the security and order in the northern provinces in particular and
the country in general.
