Overview of the Conference

Through the opening reports, the Conference confirmed: Children is the source of happiness of the family and the future of the nation who will take over the Cause of the building and defending the homeland, so they should be protected, cared and educated. However, currently, the status of child sexual abuse has been a challenge for all countries around the world. In Vietnam, the level, development and consequences of the child sexual abuse situation is increasing, complicatedly in the recent time, which requires to have the timely response strategy and measures. Thus, this scientific conferences "sexual abuse of children in Vietnam - Etiology for explaining and solutions for response" is necessary in the current period.

The Conference received the attention, comments from a number of agencies, departments, organizations and associations inside and outside the Public Security force with more than 30 comment documents from the scientists, experts, the management agencies, the practice officers in the field of justice as well as agencies and individuals in the field of child care and protection.

At the Conference, participants also focused on researching, exchanging the views and experiences in order to clarify the major contents, including:

- The views, policies and the law of the Party, State and the Ministry of Public Security, the ministries and agencies relating to the child sexual abuse prevention in Vietnam;

- The real situation of child sexual abuse in our country in general, analyzing and clarifying the specific characteristics of the situation of child sexual abuse;

- Analyzing under the criminology view on characteristics of child victim in the cases of sexual abuse; situation of supporting the children who are at risk of sexual abuse of authorities, social organizations;

- Analyzing of the legal system, crime situation, activities of child sexual abuse in some countries around the world (such as UK, USA, Germany, France, China Quoc...), pointing out the strengths, weaknesses and experiences in the field of preventing the child sexual abuse in these countries;

- Analyzing the current situation of preventing the child sexual abuse in our country. The coordination between the functional agencies in the prevention of child sexual abuse;

- Proposing the measures to enhance the efficiency of the fight, prevention of child sexual abuse crimes.

All of the opinions and reports at the conference would be evaluated, synthesized in order to find out the effective measures to prevent child sexual abuse situation, as well as studying the process for completing the regulations of laws on handling the child sexual abuse crimes, contributing to improving the effectiveness of the fight against this kind of crime.
