Attending the Ceremony were H.E General Tran Dai Quang, member of the Politburo, Minister of Public Security; Senior Lieutenant General Nguyen Khanh Toan, former member of the Party Central Committee, former Permanent Deputy Minister of Public Security; Senior Lieutenant General Le The Tiem, former member of the Party Central Committee, former Deputy Minister of Public Security; Major General Do Ngoc Can, Deputy General Director of the Political General Department of the MPS; representatives of the General Departments of the MPS and the police training institutions; leaders of local police departments, local authorities; the former leaders, officers and students of the Academy through periods.

At the Inauguration Ceremony, H.E General Tran Dai Quang, Minister of Public Security emphasized: “President Ho Chi Minh was the genius leader of the Party and the people, is the great teacher of Vietnam's Revolution, National liberation hero, World Cultural Celebrity, the dear father of the People's armed forces in Vietnam, who devoted his entire life to the independence of the Fatherland, the freedom and happiness of the Vietnamese people. For the People's armed forces in general, Public Security force in particular, President Ho Chi Minh always paid the special attention to the education, training to become the revolutionary armed force that is the sharp weapon of the Party, State and has the strong attachment to the people and serves for the people. Grasping his thoughts, the Party Central Committee of the Public Security force, leaders of the MPS and Ministers always take care of education, leader, and practice of the Public Security force to become increasingly develop in all aspects to meet the requirements of each stage of revolution”. The General also warmly praised the PPA for positively, promptly completing the work with deep political and humane meaning after the short time. This was the important mark in the activities celebrating 70th anniversary of Independence Day, 70th anniversary of Vietnam’s Public Security force and the 10th anniversary of the Public Day for National Security and Defense. He believed that the Monument would be the place for each police officer of the Public Security force and the officers, lecturers, employees and students of the PPA organize the political activities in order to enhance the traditional education.

At the Ceremony, on behalf of the Party Committee, the Directorate of the PPA, Lieutenant General Nguyen Xuan Yem, President of the Academy summarized the construction  process of the Monument and stated: “With the motto of “Tradition - Innovation - Dynamic - Development”, in recent years, the PPA always care about the traditional education, the Monument express the belief, respect, profound gratitude of officers, lecturers, employees and students of the PPA for President Ho Chi Minh and the late Ministers of Public Security. On this occasion, he also thanked the contributions of generations of officers, lecturers, students and partners of the PPA for the support to complete this work.

Before the hallowed memory of President Ho Chi Minh and the late Ministers of Interior, Ministers of Public Security through the periods, the officers, lecturers, students of the PPA pledge to follow the example of father generations; continue to overcome all difficulties; strive to complete the outstanding assigned tasks to be worthy of the trust of the Party, State and the people and the father generations, build the PPA to become the higher training institution of the nation, the police training center of the region”.
