Sept 29th, 2016, the PPA in cooperation with the Reasoning
Subcommittee on social security and order, the Ministry of Public Security’s Council
of Theory held a scientific conference on "Prevention, investigation of
drug-related crime in the new situation".
The conference
was co-chaired by the Lieutenant General, Assoc.Prof.Dr. Dong Dai Loc, Deputy
Director General of Police, the Ministry of Public Security and Major General, Prof. Dr. Nguyen Van Nhat, Vice
President of the PPA.
In recent
years, drug-related crimes in the world, in the region and in our country is
complicated, the unauthorized trading, storage, transportation and organization
of drugs is on an increase with increasingly sophisticated, cunning modus
operandi and many potential factors seriously affecting social security, order
and causing incalculable harm.
According to
the statistics provided by the Police Department on Anti-Drug Related Crime (the Ministry of
Public Security), from 2010 to June 2016, functional forces nationwide
discovered and seized nearly 120,000 cases, with nearly 180,000 offenders who
traded, stored, transported drugs illegally, seized and kept approximately 1.546,27kg
and 1.258.934 synthetic drugs. Particularly in the first 6 months of 2016,
functional forces discovered and seized 10.022 cases and 15.829 offenders,
seized 413.8kg and 148.483 synthetic drugs.
The analysis
on transnational drug crimes showed that, in 2011 - 2016, 590 cases and 836 transnational
drug crime occurred, mainly were illegal trading, storage and transportation of
narcotics. Transnational drug trading lines always have a close collusion
between domestic and foreign offenders to form illegal narcotics trading, storage
and transportation lines from Cambodia, India, Pakistan, Brazil, Malaysia, the
Philippines etc to Vietnam, then move to China, Australia, Canada by land, sea
and air, especially on Tan Son Nhat international air route and Southwest
border.
Although the
drug crime situation is very complicated, the prevention, fighting against
drug-related crimes is facing many difficulties and obstacles, not meeting
requirements. Therefore, the organization of the Scientific Conference:
"Prevention, investigation of drug-related crime in the new
situation" has practical significance, providing objective, comprehensive
research on prevention and fighting against drug crimes in the current stage,
to address urgent issues both on theoretical aspects and practices in relation to
this work.
With such
scientific significance, the conference received 40 presentations from
scientists working inside and outside the Public Security force, experts from
agencies and organizations, and staff who are well experienced on prevention
and fighting against drug crimes.
At the conference,
the participants focused on critical issues of drug crimes in the country and
the world, impacts of these issues to Vietnam; Major directions of the Party,
the State and the Ministry of Public Security on the prevention of drug;
Evaluating results of the fighting against drug crimes in Vietnam in recent
years; Exchanging practical experience on prevention and fighting against drug
crimes; Analyzing limitations, shortcomings, difficulties and obstacles in the
struggle against drug crimes in Vietnam today, etc.
On this basis,
at the conference, the participants recommended specific, essential solutions
to improve efficiency of the prevention and investigation of drug-related crimes
in our country, including strategic solutions as promoting the key role of the People's
Police in the prevention and fighting against drug crimes; Promoting people’s
role, relying on and mobilizing them to effectively participate in grassroots
movements; Synchronously conducting both social prevention and professional
prevention in order to efficiently improve the prevention and fighting against drug
crimes; Improving the law, strengthening the management, control of drugs and
expanding international cooperation on the prevention of drug-related crimes;
Constantly innovating, improving tactics and measures for prevention and
fighting against drug crimes ...
The discussion
result at the conference will be a platform to complement and complete the
fighting against drug-related crimes both in terms of theory and practice,
contributing to improving professional skills, effectiveness of the police
force in the prevention and fighting against drug crimes in the current
situation.
