Attending the signing ceremony were Senior Lieutenant General, Assoc.Prof. Dr. Pham Dung - Member of Police Central Party Committee, Vice Minister of Public Security; Major General Mai Tien Dung - Deputy Chief of the MPS’s Office; representatives of units of the General Political Department of Public Security. On the side of Police Units of the MPS were Lieutenant General, Dr. Tran Anh Dung - Deputy General Director of General Department of Police for Criminal enforcement and judicial assistance; Major General, Assoc. Prof. Dr. Nguyen Phong Hoa - Deputy General Director of General Department of Police; Mr. Nguyen Duy Hai - Deputy Commander of High Command of Mobile Police;  Major General, Dr. Doan Viet Manh - Director of Department of Police for Fire and Rescue; Major General Tran Son Ha - Director of Department of Traffic Police. On the side of the PPA were Lieutenant General, Prof. Dr. Nguyen Xuan Yem - President of the PPA and members of the PPA’s Party Committee, the Directorate of the PPA, leaders of the functional units within the PPA.

At the ceremony, Colonel Do Duc Binh - Deputy Director of Advisory Department presented the Draft report summarizing 04 years of implementation of the MoU 2012. According to the report, on May 23^rd, 2012, the PPA, General Department of Police for crime prevention and suppression, General Department of Police for Administration on social order and safety, General Department of Police for Criminal enforcement and judicial assistance, High command of Mobile Police signed an MoU on coordination, support in police officer training and scientific research for ensuring order and social safety.

During 04 years of implementing the MoU 2012, the PPA and the Police Units of MPS often concerned, guided the directly functional units to enhance the collaboration activities according to the proposed contents, in particular:

- The PPA continued to coordinate closely with the Police Units of MPS in strengthening the efficiency, quality of training for officers of Police units; often in collaboration with the Police Units held training programs on law and professional knowledge; coordinated in researching the scientific works;

- The Police Units of MPS always created favorable conditions for officers, students of the PPA in practical activities, internship, collecting data for scientific research; made the suggestion in compiling textbooks; coordinated in scientific research and assigned the officers to teach, report the reality for students of the PPA.

- The units under the PPA and the Police Units of the MPS seriously implemented the contents of the MoU, contributed to constantly strengthening the relationship of understanding and supporting the professional works on officer training and fight against crime, law violation, ensuring the social order and safety.

Based on the assigned functions, duties and powers and work practices, the PPA and the General Department of Police, General Department of Police for Criminal enforcement and judicial assistance, High command of Mobile Police, Department of Police for Fire and Rescue, Department of Traffic Police adjusted, supplemented, built and signed the new MoU with the contents: exchange of information; support for education and training; scientific research and other fields based on the principle of equality of responsibilities, rights and obligations, voluntary, compliance with laws and regulations of the State, the Ministry of Public Security to fulfill the assigned tasks.

Speaking at the ceremony, Lieutenant General, Dr. Pham Dung - Member of Police Central Party Committee, Vice Minister of Public Security believed that the signing of MoU between the PPA and the Police Units of the MPS would promote the efficiency, contribute to fostering officers of the Public Security force, build the strong, regular, elite and gradually modern force. To achieve the proposed objectives, the Vice Minister requested the related units to implement a number of issues, namely:

- On the basis of the study, summing up the experience in implementing the MoU 2012, the units need to promote the achieved results, overcome the limitations, continue to innovate the contents, forms and methods to improve the efficiency of coordination.

- Specify the already committed contents, urgently set up program, plan and organize the specific cooperation activities among the units.

- Continue to strengthen collaboration in scientific research, closely linked between theory and practice, thereby supplement and perfect the system of police scientific theories in the new situation; promptly give the advisory for the leadership of the Ministry of Public Security to address the strategic issues of political security, social order and safety in the context of international integration.

- Need to determine that the officer training for the MPS is responsibility of all units and contribution to the cause of education and training means contribution to the cause of protecting safety and order.

Thoroughly understand the directions of Vice Minister, Lieutenant General, Prof. Dr. Nguyen Xuan Yem, President of the PPA committed that the PPA and Police Units of the MPS would concretize the operation contents of the new MoU in the near future. At the same time, Lieutenant General Nguyen Xuan Yem hoped the PPA would continue to receive the support and assistance of the MPS’s leaders as well as the MPS’s units to improve the efficiency of training and scientific research, contribute to the mission of ensuring the national security and social order and safety of Public Security force.
