Attending the Signing ceremony were Major General, Assoc. Prof. Dr. Hoang Xuan Chien, Member of the Party Central Executive Committee, Commander of Border Guard; Lieutenant General Pham Huy Tap, Political Commissar of the Border Guard and the representatives of the Departments, training institutions of the People's Army.

As for the PPA were Lieutenant General, Prof. Dr. Nguyen Xuan Yem - President of the PPA; Major General, Assoc. Prof. Dr. Dang Xuan Khang and  Senior Colonel, Assoc. Prof. Dr. Tran Minh Chat - Vice President of the PPA and the leaders of the functional units within the PPA.

Recently, the cooperation relationship between the People's Army and the Public Security in implementing the tasks of protecting the national security, maintaining the social order and safety has always received a special interest and placed under the close leadership of the Party and the management of the State, directly the Central Party Committee of the military forces and the leaders of Ministry of Defense, the Central Party Committee of Public Security and the leaders of Ministry of Public Security.

Overview of the ceremony

After the positive preparation, the close cooperation between the functional units of the PPA and the High Command of Border Guard, the two Agencies signed MoU in the filed of information exchange, training, scientific research and other exchange activities as follows:

First, the two Agencies regularly exchange information related to the activities of the fight against crimes and law violations in the border areas; new issues on the national security, social order.

Second, in the professional training and fostering, the High Command of Border Guard allows the officers and students to visit the Border stations to serve the research and study related to the fight against crimes and law violations in the border areas. The PPA regularly supports the professional training and fostering in reconnaissance, criminal investigation at the level of tertiary education and postgraduate education for the officers of Border Guard. The two Agencies often write the articles for Border Science Journal, Public Security Journal to exchange experience, professional training, exchange information about the involved scientific issues.

Third, the two Agencies invite representatives to attend or co-organize the conferences, seminars and training courses on the fight against crimes, protecting the sovereignty, security, order and national borders.

Fourth, the two Agencies cooperate in organizing the exchange programs between the Youth Union and the mass organizations on the occasion of important political events of the two Agencies.

Based on the assigned functions, duties and powers, the High Command of the Border Guard and the PPA commit to cooperate, exchange and support each other according to abilities and conditions of each Agency in the spirit of volunteerism, compliance with laws and regulations of the State, the Ministry of Defense, the Ministry of Public Security to fulfill the assigned tasks. The cooperation between the two Agencies is carried out regularly according to the plans and is adjusted to suit the requirements and tasks at each time, under the direct leadership of Commander of the Border Guard and President of the PPA. The two Agencies are equal in responsibility, rights and obligations in implementing the commitments, build the close relationships.

Speaking at the ceremony, Lieutenant General, Prof. Dr. Nguyen Xuan Yem, President of the PPA appreciated and cherished the relationship of cooperation with the Agencies of the People's Army in general and the Border Guard in particular. With interest in directing and goodwill of leaders of the two Agencies, in the coming time, the relationship of cooperation between the two Agencies would continue to deeply grow, have a trong attachment and get the practical effects to contribute to strengthening the security and defense of the country, protecting the national security, social order and safety and protecting the sovereignty and security of the border.
