To define
further the target and key tasks of Resolution No. 29 on "Fundamental and
comprehensive innovation of education and training", as well as promote
the role and position, foster motivation of development for the lecturers in
general and the PPA’s female ones in particular during the renovation period,
on March 18th, the Committee for the Advancement of Women organized the
Seminar on building the PPA’s female lecturers to meet the demand of the
educational reform.

were Major General, Dr. Dang Xuan Khang, Vice President of the PPA, Colonel, Dr.
Nguyen Van Ly, Deputy Director of Training Department of MPS; Leadership Representatives
of the Women’s Union of the General Department of Building Force, leaders of the
functional units within the PPA, the female lecturers from the People’s Security
Academy, the University of Fire Prevention, the University of Law and a large
number of female lecturers of the PPA.

At the seminar,
the participants focused on discussing the main contents, such as:
- Surveying,
evaluating the current situation of the female lecturers at the PPA, pointing
out the shortcomings and limitations and explaining their reasons.
- Assessing the
factors which impact to the work of teaching, scientific research of female lectures
at the PPA.
- Setting the
development orientation and proposing some solutions to build a team of female lecturers
meet the basic requirements of education and training innovation under the
spirit of Resolution No. 29.

Through out the Seminar,
the Organization Board received so many practical suggestions from the
participants, contributing to improving the quality of the female lectures to
meet the demand of educational reform at the PPA. The opinions were divided
into 3 main groups of solutions, including:
- As for the Department of Education and
Training: Researching the preferential policies to lectures in the armed forces;
organizing regularly the pedagogical training courses to help the lecturers to improve
their teaching ability.
- As for the Ministry of Public Security:
Needing to have specific policies in training, using and appointing the female lecturers
as the leaders, creating opportunities for women to study, work and advancement;
Strengthening communication on gender equality, eliminating the gender preconceptions
which hinder the development opportunities of the women; Implementing seriously
the spirit of the Law on Gender Equality in leadership and management "Men
and women are equal in professional standards and age when being promoted or
appointed the position of leadership and management."

in learning and striving to achieve the title of
Associate Professor
- As for the PPA: Caring for policies for lecturers,
making specify regulations on the rights, obligations and responsibilities for the
female lecturers, having the incentives forms
for good lecturers; investing teaching equipment and facilities, creating a
better working environment for teachers; regularly organize the conferences,
seminars and competitions for good lecturers; regularly surveying to underestimate
substantially the female lecturer’s abilities for consideration of planning,
appointment and promotion; boosting the experiences exchange between female lecturers
at the PPA, with the universities inside and outside the Public Security Force,
and the oversea training institutions in order that the female lecturers have
chance to upgrade their skills; implementing the policies on the gender equality
for women in all fields.

Speaking at the Seminar,
Major General, Dr. Dang Xuan Khang, Vice President of the PPA appreciated the
purpose, meaning and importance of the Forum. Major General Dang Xuan Khang
required that the Seminar should focus on evaluating the work of political
ideology of female lecturers, pointing out the difficulties and problems which directly
affect their professional work as well as their striving process. Especially,
he requested female lecturers should attempt to overcome their immediate and
long-time difficulties, arrange time reasonably to ensure both their
professional work, innovating teaching methods, leaning to improve their
teaching skills, enhancing the quality of the good teaching lessons, actively
participating research and creating the scientific products with high quality;
and simultaneously build their happy family. For the Women's Union of the PPA should
develop the periodically plans, set the targets and striving orientations for
individual membership so as to foster motivation for lecturers strive and grow.
He also suggested after the Seminar, it was necessary to collect all opinions
and ideas to draw out general issues for all female lecturers in general and the
PPA’s female ones in particular to report and propose suitable policies for
teaching work in the Public Security Force.
