Speech by President of PPA on occasion of 45th anniversary of academy establishment, opening ceremony for academic year 2013-2014 and reception of First-class National Defense Order

One year earlier, on October 16th, the People’s Police Academy had the great honor to welcome H.E Prime Minister Nguyen Tan Dung at the Armed Forces Hero Title Conferment and opening the academic year of 2012-2013 ceremony. Addressing at the Ceremony, the Prime Minister stressed that we “strive to develop our Academy into a high quality training institution.” His statements have now turned into actions of all the staff and cadets of the People’s Police Academy. Today, another honor has come with us with the presence of the State Vice President and the leader of Public Security at the opening Ceremony of the academic year of 2013-2014, presenting the First-Class National Defense Order to our Academy.

On behalf of the staff and cadets of the Academy, I would like to extend our warmest welcome to the Vice President, Professor Nguyen Thi Doan, Senior Lieutenant General Le Quy Vuong, Minister of Public Security, leaders and delegates, international guests, and former senior lecturers. Ladies and gentlemen,

On the 50th Anniversary of the traditional day of the People’s Police Force of Vietnam (1962-2012), on May 29th 2012, the State President signed Decision No 687/QD-CTN conferring the title of the Hero of the Armed Forces to the People’s Police Academy, marking an important milestone in the development of the Academy.

Pride is what the whole staff and cadets feel when looking back upon the development of the Academy. More than 50 years ago, in October,1962, President Ho Chi Minh signed the Ordinance on the People’s Police. The Ministry of Public Security subsequently established the People’s Police Faculty, then the People’s Police Training Division under the Central Public Security College (now the People’s Public Security Academy) specializing in social order and security issues. On May 15th 1968, the People’s Police College (now the People’s Police Academy) was established, starting the specialized and professional police training of Vietnam.

In its development history, the People’s Police Academy has always well-fulfilled its assigned missions. From 1968 to 1975, under the name of People’s Police College, it was the unique police training institution to provide personnel for social order and security maintenance in the North and also supporting for the South. During this period, hundreds of courses were graduated with more than 8,000 cadets from elementary, secondary, and complementary to specialized levels for the assuring social order and security in the North and 4,620 staff and soldiers for the Southern battlefield support, contributing to the liberation of the South and national reunification.

Besides, the international cooperation on training missions for Laotian and Cambodian cadets during the fierce American war of destruction were well done. In 1975, the Academy was assigned with the training for the first police course, marking the historic turning point and a strategic breakthrough in its development, shifting from career training to professional theoretical training, raising the position of the Academy, affirming Vietnam training model for police and public security forces in the world. The People’s Police Academy is the first public security education institution to provide master and doctorate programs since 1992.

Since 2010, the Academy has been shifting to credit education and training programs and engaged in the equipment of the ASEAN output standards in political, professional and soft skills for cadets. In the new context, the Academy has focused on such key fields of education as investigation, environment, and hi-tech police training. So far, the People’s Police Academy has provided 39 regular bachelor courses, 22 master courses, and 19 doctorate courses for more than 40,000 officers including over 30,000 bachelors, nearly 2,000 masters, over 200 doctors and more than 6,000 staff and command officers for Public Security, Defense, Procuracy, Justice, Customs, Forest Management, Taxation, Market Management, and Industry and Trade sectors in the field of maintaining national security and social order.

Most of the key commanders of the People’s Police have gone through training at the Academy, among those a lot of them have developed in career to hold significant positions such as Central Party committee members, Ministers, Deputy Ministers, provincial Party Secretaries, municipal People’s Committee Chairmen, public security and military generals such as Senior Lieutenant General, Doctor Le Quy Vuong, Politburo Member, Vice Minister of Public Security, Former K15 Cadet; Senior Lieutenant General Nguyen Khanh Toan, Former Central Party Committee Member, Public Security Permanent Deputy Minister .etc..

17 former cadets of the Academy have awarded the title of people’s armed forces Heroes namely Lieutenant General Do Kim Tuyen, Deputy Director of the General Police Department for Crime Prevention and Suppression; Major General Nguyen Duc Chung, Director of Hanoi Public Security Department, etc. and many former cadets of the Academy have now been promoted high-ranking police officials.

As for international cooperation, the People’s Police Academy is one the leading institutions in the police forces. Since 1969, the Academy has provided training for international cadets from Laos, Cambodia, countries in the ASEAN, Palestine, and other countries. The Academy has also signed the Memorandum of Cooperation with 17 police Academies and educational institutions in the world. Since 2010, cooperation in master degree education programs taught in English with the US University of Maryland, as well as various ODA projects have for the Academy. In 2013, the People’s Police Academy has officially become an INTERPA member, affirming the role of the People’s Police Academy of Vietnam in the region and the world.

The Academy is also the significant and prestigious scientific research institution in the public security sector with thousands of scientific researches concerning social order and security maintenance, criminal prevention and suppression, and scientific theoretical building for the forces. Notably, in 1981, the People’s Police College conducted a study on Uncle Ho’s 6 teachings for the People’s Police. The former Deputy Prime Minister cum Minister of the Interior Pham Hung then concluded the study and waged an emulation movement following Uncle Ho’s teachings. Since then, the Academy has recently conducted different scientific researches concerning immigration management, prevention and suppression of organized and transnational organized crimes, environment criminals, asymmetric criminals, asymmetric security issues, security at sea, and training in credit programs, etc.

At present, the Academy is conducting a state level scientific project on social order and security in the term of international integration under the management of the Central Theoretical Council and the Ministry of Public Security. Under the leadership of the Ministry of Public Security, the Academy has also compiled and published 03 books entitled “Vietnam Criminal Science”: Theory on Criminal Science; Techniques in Coping with Criminals; Tactics in Coping with Criminals; Criminal Coping Approaches; and Criminal Psychology), “Vietnam Reconnaissance Science”: Reconnaissance Theory; Approaches and Tactics of Reconnaissance; Reconnaissance in Criminal Prevention and Suppression, and “Vietnam Criminology”: General Introduction to Criminology; Professional Criminology; Criminal Prevention and Suppression Programs of the Government. The three books are of great values compiling the 70 years of national security and social order maintenance and criminal prevention and suppression in Vietnam.

The People's Police Academy has always recognized the importance and focused on training staff for not only PPA but also other training institutions of police, army and the interior board of the country. Now there are 6 professors, 20 associate professors, 82 doctors, more than 250 masters, over 150 primary lecturers which help PPA to be the leading university in field of qualified staff in the system of training institutions of the Ministry of Public Security.

On the occasion of this ceremony, on behalf of PPA staff and cadets, I would like to express my gratitude to the late Professor Le Quan - the first Director of People's Police College and former rectors of the PPA and hundreds of teachers who have made great contribution to training careers of the PPA for 45 years. I would like to express my deep gratefulness to the late Ministers like Tran Quoc Hoan, Pham Hung, Mai Chi Tho, Bui Thien Ngo, Le Minh Huong, and the current Minister, General Tran Dai Quang and leaders of Ministry of Public Security with far and strategic vision who have been giving directions in investing human resources and facilities to develope PPA. I also would like to express my gratitude, and gratefulness to teachers who are ex-leaders of the Central Public Security College had taken interest in directing the PPA's staffs training career, creating favorable conditions for forming People's Police College and becoming the People' Police Academy at present.

On this occasion, on behalf of the leaders from the People's Police Academy, I would like to express our sincere thank to international friends, especially Japan International Cooperation Agency (JICA), the Korean International Cooperation Agency (KOICA), Australian Federal Police, Embassy of United Kingdom, University of Maryland (USA) ... for their assistance and support that extends to PPA in recent years.

Dear comrades and distinguish guests!         

On the occasion of the Opening Ceremony of the new shoolyear 2012-2013, the People's Police Academy has honor to welcome General, Prof. PhD Tran Dai Quant - Minister of Public Security to attend the event and to give directions for the new school year of the PPA.

Under the guide and concerns from Ministry of Public Security, Ministry of Education and Training, General Department of Education and Personnel, with the motto "Discipline - Responsibility - Effectiveness", all staffs and students of the PPA completed its assigned tasks of the academic year 2012-2013 excellently. The People's Police Academy was awarded the Excellence Emulation Flag of MPS. On the 45th Anniversary of its foundation, the President of Vietnam signed the decision for awarding the First-Class National Defense Order to the PPA.

In the school year 2012-2013, PPA’s project “Developing People's Police Academy to be significant training institution of MPS” has been completed, it was approved by Minister of MPS on June 06th 2013

Ladies and gentlemen!

After 45 years of establishment, the People's Police Academy has become the leading Academy with large scale, the highest scores for input, the most highly qualified teaching staff, and the best facilities in comparison with other training institutions of MPS.

The academic year 2013-2014 comes in the context of summary of the State implementation of strategies to protect the country in the new situation, educational basic and comprehensive innovation by Ministry of Education and Training, to promote heroic tradition and achievements in the previous academic year, the 45th Anniversary of the PPA establishment( 1967-2013 ), to implement Higher Education Act, to implement the Strategy to develop education and training in the period 2011 - 1020 which was approved by the Prime Minister at June 13th 2012 , resolution of the 11th Central Conference 8;  the topic of PPA academic year 2013-2014 will be "standardization and modernization” with 4 goals: good teaching, good learning, good cultivation, good service and 3 breakthroughs: Party building, lecturer training, infrastructure building.

With the motto " Solidarity, Discipline, Accountability and Efficiency", "Tradition-  Innovation - Activeness – Development”, the People's Police Academy will continue its solidarity, consensus, high development to become a  high-quality training center of the country, a significant Academy of police force in 2015 and of the State later, a top police training center in the region and the world.

Following the foreign policy of the Vietnam, the PPA warmly welcomes police cadets from ASEAN and the world to come.

With the pride of Heroic Title, on behalf of the Directorate of the PPA, I declare to open the academic 2013-2014 school year. Once again, let me avail this opportunity to express my sincere thanks to the Party, the State, Ministry of Public Security, Ministry of Education and Training, Ministries, Central agencies and local authorities as well as international friends. I would like to thank the local police stations, the training institutions, the domestic and foreign agencies for effectively assistance. Last but not least, I would like to express deep gratitude to the former professors, all staff, lectures and cadets of the PPA.

Finally, I wish H.E Vice President Nguyen Thi Doan, Senior Lieutenant General Dr. Le Quy Vuong and all distinguished guests health, success and happiness.
