On September 17th, the PPA in cooperation with the Department of Anti-drug
Crime of the Ministry of Public Security held the Workshop: “Mass mobilization in prevention and fight against drug-related crime - Theory
and Practice” co-chaired by Senior Colonel, Assoc. Prof. Dr. Nguyen Thien Phu,
Vice President of the PPA and Senior Colonel Pham Van Chinh, Deputy Director of
Anti-drug Crimes Police Department. Several scientists, leaders of functional
units inside and outside the PPA as well as students of specialty of
drug-related crime of the PPA were invited to attend the Workshop.
To implement effectively the fight
against this crime, the Public Security Force in general and anti-drug crime
police Force in particular have used a combination of professional measures;
among them, mass mobilization is defined as the basic, strategic and important
one. However, at present, this measure has many theoretical and practical
problems which need to be researched in order to promote its efficiency and
optimization.
Participants discussed at the Workshop
At the
Workshop, participants focused on assessment and analysis of several key issues:

Assess and clarify the theoretical issues of content, methodology, impact factors,
building self-management mass model, the key force in the mass mobilization of
anti-drug crime;

Clarify the relationship between the anti-drug crime police Force with the
other forces, the relationship between the mass mobilization measures with the
other professional measures in the fight against drug-related crime, role of
the Youth Union, the Women Union, the family, the school, the mass media, etc.
in mobilizing people to prevent and fight against drug crime;
- Analyze experiences in implementing the mass
mobilization to prevent and fight against drug crime in the localities;
experiences in the use of mass mobilization in the fight against drug evil, in
preventing drug addiction for juvenile, the role of this activity in the
regions of ethnic minorities, the parishes, etc.
- Analyze experiences of some countries such as China,
Australia in control of drug addicts and mass mobilization in prevention and
fight against drug crime;

Analyze and assess the situation of mass mobilization; point out the strengths,
shortcomings and its causes; from that, give recommendations and solutions to
improve the efficiency of this work in coming time.
At the end of the Workshop, the
organization board was deeply thanked many scientific comments raised by the participants.
These opinions will be the important references material for teaching activity
at the PPA as well as practical investigation on anti-drug crime by the police
currently.
