Summarizing 25 years of postgraduate training in People's Public Security
Overview of the Conference

Attending the Conference included in Representatives from General Departments, Departments, Institutes within the MPS; Leaders of Public Security training institutions, Public Security of localities and a large number of scientists, lecturers, practical officers inside and outside the Public Security Branch.

 

The conference aimed to assess current situation of postgraduate training in the People's Public Security, achievements, limitations, causes and remedies; simultaneously, to identify target and orientation of postgraduate training development meeting requirements of high-quality staffs for People's Public Security Force in the coming time.

Over the past 25 years of development (1992 - 2017), postgraduate training inthe People's Public Security has gained many important achievements, contributing to improving capacity and qualifications of Public Security officers. System of training institutions,specialties and training scale has been expanded, training program has gradually been supplemented and updated toward modern, synchronous direction; staff of lecturers has constantly been growing up, enough capable to meet requirements of teaching and scientific instruction. The postgraduate training has contributed to creating a staff of leaders, commanders in particular and the intellectual staffs in the Force in general, especially adding high-quality officers for Army, organs of the internal block, Public Securityof Laos and Cambodia.

 

Postgraduate training institutions in the People’s Public Security have really become the cornerstone for the overall development of professional science, a research center to deal with urgent issues in Public Security professional theory. Position of Postgraduate training institutions have increasingly affirmed, prestige in scientific research has increasingly enhanced.

From 1992 up to now, 6 training institutions of MPS were assigned mission of postgraduate training, enrolled 9,925 master students and 1,393 fellows with 7 master specialties including Criminology and Criminal Investigation, State Administration of Social Order and Safety, National Security Violation Crime Investigation, Leadership in Criminal Justice (associating with the University of Maryland, USA), State Administration on National Security, Security Reconnaissance and Fire Fighting Prevention Organization; 03 Ph.D specialties includes: Criminology and Crime Prevention; State Management of Security and Order and Reconnaissance Investigation.

The development of curricula, syllabuses, textbook materials for study and research has been attached great importance to construction. Contents of training program are always updated, modernized and adhered to practice of crime control, state management of security and order, meeting the requirements of work and combat of the Public Securityforce.

 

The facilities, equipment for postgraduate training have been paid attention to invest by the leaders of the MPS. Systems of Library, classrooms, scientific seminar rooms, thesis defense rooms are gradually upgraded. System of internal network, internet and modern teaching devices have been equipped to meet the requirements of study, teaching and scientific research of learners and lecturers.

 

In terms of teaching staffs, in the early years of postgraduate training, the training institution in the People’s Public Security had only six associate professors, 31 Ph.Ds, up to now, there are 53 professors, 179 associate professors, 542 Ph.Ds directly participating in postgraduate teaching and a large number of part-time lecturers working in research and combat units. In addition, the training institutions actively invited lecturers concurrently working in localities to give lectures, practical reports, and organize for the trainees to visit, exchange experiences in local and foreign units such as USA, China, Korea, Japan, Singapore, Thailand ...

 

Besides training high-quality officers for the country, PPA and People's Security Academy are the two pioneers in cooperation for postgraduate training for police officers of other countries such as Laos, Cambodia under the cooperation agreement between the Government of Vietnam and the Governments of friends. Since 2000, the institutions have trained 111 masters and 57 Ph.Ds for Laos, 9 masters and 6 Ph.Ds for Cambodia.

 

The international cooperation in postgraduate training has been gradually implemented with the developed countries in the world such as Russia, Britain, France, USA, Australia, Japan, China, Germany, Belgium and Korea. Since 2009, the MPS has sent 210 officers to postgraduate training abroad, including 124 Masters, 84 Ph.Ds and 02 postdoctoral ones. Since 2011, PPA has associated with the University of Maryland (USA) to organize two master's courses in Leadership in Criminal Justice.

 

After 25 years of postgraduate training, the Public Security officers have been improved qualifications and professional capacity. Up to now, Public Security force has 4,817 Masters and 367 PhDs. This is a force that has contributed many great achievements in struggle to protect national security and ensure social stability of the country, the Party, the State and the people, in which many officers were appointed in charge of leadership,command.

 

At the conference, the delegates focused on discussing and evaluating the general situation of postgraduate training over the past 25 years and pointed out shortcomings and analyzed causes, from that proposed solutions to overcome in the coming time.

 

Speaking at the conference, on behalf of the Central Party Committee and the leaders of the MPS, Senior Lieutenant General Nguyen Van Thanh, Deputy Minister of Public Security praised the achievements of the training institutes in 25 years of postgraduate training.

 

Before the process of globalization and international integration, Deputy Minister Nguyen Van Thanh requested the training institutions should be fully and properly aware of postgraduate training. The Deputy Minister affirmed that postgraduate training must be intellectual products, masters and Ph.Ds must be proficient in theory and professional expertise, thus have to change thought of postgraduate training,  must place training quality on the top, from that offering solutions to fundamentally and comprehensively renew the postgraduate training, increase interdisciplinary knowledge, specialized knowledge and apply into professional practice of protecting national security and ensuring social order and safety.

Deputy Minister Nguyen Van Thanh requires that the process of postgraduate enrollment, entrance examination should be synchronized between training scale and reserve-cadre planning, orientation of human resourceusing. Training must always keep up with new issues of reasoning and identify and solve problems that arise in practice of ensuring security and order.

 

In addition, the Deputy Minister required to build strategy to develop and improve the quality of Master and Ph.D training to 2020 with a vision to 2030 on the basis of the needs of the entire force; develop a staff of postgraduate lecturers with high academic degrees and certificate, ensuring quantity; connect closely between the training institutions and practical units, ensure that all dissertation topics serve for demand of theory and solving urgent issues in protection of national security and social order and safety; enhance inspection, examination and review of training process to promptly propose, amend and overcome shortcomings so as to raise the postgraduate training quality in the People Public Security.
