At the meeting, there were the Counselor of the Embassy of the Russian Federation in Vietnam; Major General, Prof, Dr. Bui Minh Giam, Deputy General Director of General Department of Politics; Major General Phan Xuan Son, Deputy General Director of Criminal Judgment Enforcement and Judicial Assistance Department; Lt. Gen, Prof, Dr. Nguyen Xuan Yem, President of  PPA; along with generations of cadres who studied in the Soviet Union and the Russian Federation.

From 1958 and from 1965 to 1974, the Ministry of Public Security was authorized by the Politburo to recruit outstanding students to the Soviet Union to study methods of exploiting, using technical facilities for experimentation, supplement on security profession.

After more than 50 years of training, helping the People's Public Security force of Vietnam, the Soviet Union and the Russian Federation have trained more than 100 doctors and thousands of police officers from short-term training to higher education. Many students of the Vietnamese People’s Public Security after studying in the Soviet Union and the Russian Federation, became experienced scientists in the field of police profession. This is a vivid proof of the good friendship and the great help of the state, the people of the Soviet Union, the Russian Federation to the state, the people of Vietnam in general, and the Vietnamese People's Public Security in particular.

Speaking at the ceremony, Lt. Gen, Prof, Dr. Nguyen Xuan Yem, President of  PPA showed that many cultural projects at the Academy had the relationship with Russian nation such as the statue of Revolutionary Ph.D.Dgiec-zen-xki, founder of the first public security office in the world with the famous saying: "Police officers must have cold head, hot heart and clean hands"; The monument of President Ho Chi Minh and the late ministers through the periods was built according to the pattern in Red Square... These are also red addresses in the traditional education, training occupational qualification for cadres, lecturers, students of the PPA.

The meeting was an occasion for the generations of cadres, police and internal affairs of the central and local authorities to meet and review the memories of their study and working time in the Soviet Union and the Russian Federation. Thus, promoting the values in the traditional friendship between Vietnam - Russia.
