New contributions of the thesis:

1. The thesis clarifies the basic issues on fire prevention and fire fighting; as well as the basic theoretical issues on state management of fire prevention and fire fighting according to the functions of the fire prevention and fire fighting police force.

2. The thesis is an assessment of the actual situation of fire and explosion and consequences of damage caused by fires and explosions and the state of fire prevention and fire fighting under the function of the fire prevention and fire fighting police force in Hanoi from 2008 to June of 2017. On the basis of that evaluation, the comments highlighted the achievements, the shortcomings of the difficulties that need to be overcome; At the same time, we can point out the causes of these difficulties.

3. The thesis analyzes a number of forecasts on the situation of fire and explosion in Hanoi city in the coming time and proposed some scientific solutions to assist the police force in the city. The results of the dissertation project help the local police to have a good grasp of the fire and explosion situation in Hanoi city in the recent time.
