The new contribution about academic and theory of the PhD thesis

1. The thesis has clarified the theoretical issues related to the investigation and collection activities of criminal offenders who resident outside Hanoi capital such as: concept, category name, type of criminal ofenders in investigation and collection; The concept, characteristics, demand, contents, methods and regimes of the dossier on the duty of investigation and collection activities of criminal offenders who resident outside Hanoi capital; The assignment, decentralization and coordination of the Criminal Police Force with other forces in the investigation and collection activities of criminal offenders who resident outside Hanoi capital.

2. The thesis has studied and clarified the reality of the duty of the investigation and collection activities of criminal offenders who resident outside Hanoi capital in recent years; Defining clearly the advantages, limitations and shortcomings in the practice of conducting the the investigation and collection activities of criminal offenders who resident outside Hanoi capital by the Criminal Police Police in Hanoi and explain the causes of the remaining of these issues.
