- The research has generalized theoretical issues of State management in general and state management of national security, social order and safety in particular. This paper reviewed all definitions, main content, viewpoints that need to be fully heightened, the implemented procedures and management entities. The research clarified the roles, positions of the local authorities, especially the main duties and functions of provincial police in state management of national security, social order and safety in particular local areas.

The author also gave a brief summary of the development and features of Bac Ninh province which have relation, effect and impact on the effectiveness of state management on national security, social order and safety from central to local government.

- By assessing the real situation, the paper has identified the causes, limitations in the state management of national security, social order and safety of the People’s Public Security Forces in Bac Ninh Province from which solutions were proposed.

- The research has proposed a system of synchronous solutions to enhance the state management of national security, social order and safety of the People’s Public Security Forces in Bac Ninh Province.
