New contributions of thesis

1. The thesis contributes to improving and supplementing theory of state management activity for security and order of commune police such as: building the concepts, roles and characteristics of state management activities  for security and order of the commune police; The legal basis for the state management for security and order of communal police; contents and measures of state management for security and order of the commune police; The relationship between the commune police and the other forces within and outside the police sector in the state management for security and order at the grassroots in order to raise awareness and contribute to the improvement of the theory of public security activities of commune police. 

2. The thesis has clarified the characteristics and situation related to the state management for security and order of the commune police; Evaluating and commenting on the situation of the work of building forces, logistics and the state management activity for security and order of communal police from July 1st, 2009 to the end of 2017; Indicating the achievements, constraints, inadequacies and the causes of this situation that are the practical basis for the solution.

3. Based on the results of the research, the thesis provides forecasts and recommendations on specific solutions to improve the effectiveness of state management activity for security and order under the function of commune police in the coming time.
