This research is the first dissertation which is studied systematically and directly relating to state management on security and order in Hanoi within the function of the local police force. It profoundly analyses on four main issues below:

- The thesis synthetizes a series of theoretical content which relating to state management on security and order in Hanoi within the function of the local police force. Researcher has learnt some piece of researches from many countries in the world and Vietnam.

- It also clarifies the relevant characters, security and order situation, residence circumstance and the framework of the local police force in Hanoi from 2007 to the end of June, 2016; situation of state management on security and order. The dissertation points out the results, shortcomings and reasons of these shortcomings.

- The thesis forecasts close related issues to state management on security and order in Hanoi on the function of the local police force. It brings out suitable solutions and recommendations that will support more effectively to enhance state management on security and order in Hanoi within the function of the local police force in the future.

- This dissertation contributions could be used for studying, teaching, learning, or writing books process in police force. Local police force in Hanoi and other provinces can exploit these values to improve the quality of state management on security and order.
