New contributions of the thesis:
1. The thesis is a comprehensive, systematic and in-depth research work on theft prevention at headquarters of state agencies according to functions of Criminal Police force. The thesis includes some specific contents such as: Concept, legal signs of theft at the headquarters of state agencies; characteristics, contents, methods, and coordination relationship in preventing theft at the headquarters of state agencies according to the functions of the Criminal Police force, etc. These contents perfect the theoretical system of criminology and crime prevention in Vietnam.
2. The thesis analyzes and clarifies the situation of theft at the headquarters of state agencies in Hanoi and activities to prevent theft at the headquarters of the state agencies according to the functions of the Hanoi Criminal Investigation Police force from 2011 to 2021. Thereby, the thesis analyzes and identifies the advantages as well as the shortcomings, limitations and causes of the shortcomings and limitations in the prevention of theft at the headquarters of state agencies according to the functions of the Hanoi Criminal Police force.
3. On the basis of theory, survey and analysis of the current situation as well as the factors affecting the theft prevention at the headquarters of state agencies according to the functions of the Hanoi Criminal Police force, the thesis proposes a system of solutions to improve the effectiveness of preventing this crime in the coming time.
