1. The thesis studies the theory of state management of fire prevention and fighting for petroleum storages according to the function of the fire prevention and fighting police forces.

2. The thesis has systematically constructed the theory of state management of fire prevention and fighting for petroleum storages according to the function of the fire prevention and fighting police forces such as: definitions, characteristics, legal basis, content, the state management measures of fire prevention and fighting for petroleum storages, the coordination between the fire prevention and fighting police forces and other related agencies and forces in the state management of fire prevention and fighting for petroleum storages, thereby contributes to the completion of the general theory of state management in the field of fire prevention and fighting.

3. The thesis has conducted an objective and comprehensive survey about the situation, related characteristics and the reality of state management of fire prevention and fighting for petroleum storages according to the function of the fire prevention and fighting police forces. Based on that, the thesis analyzes and clarifies the organization of forces and equipment, assesses the reality of state management of fire prevention and fighting for petroleum storages according to the function of the fire prevention and fighting police forces for the period from 2012 to 2022. The thesis makes comments and assessments on the achieved results and the limitations, shortcomings and causes of these limitations and shortcomings in the state management of fire prevention and fighting for petroleum storages of the fire prevention and fighting police force.

4. On the basis of forecasting factors that affect to the effectiveness of state management of fire prevention and fighting for petroleum storages, the thesis has researched and proposed relatively comprehensive and synchronous solutions to improve the efficiency of state management of fire prevention and fighting for petroleum storages according to the function of the fire prevention and fighting police forces.
