New contributions of the thesis:
1. The thesis is the first work to conduct in-depth systematic research on building and using confidential informants in combating and preventing crimes of local police force of Ho Chi Minh City police. The thesis has clarified theoretical issues about construction and use confidential informants of local police force: building and improving the concept of confidential informants of local police force, duties of confidential informants in combating and preventing crimes, indicating the roles, characteristics, principles, procedures for construction and use of confidential informants of local police force in combating and preventing crimes at the area.
2. The thesis clarifies issues related to construction and use of confidential informants of Ho Chi Minh City local police force such as: geographical situation, population characteristics, socio-economic situation, crime situation on social order in Ho Chi Minh City, situation of building and using confidential informants by local police force of Ho Chi Minh City police. These are the first issues that have been studied in a relatively comprehensive and systematic way.
3. The thesis surveys and evaluates the current situation of construction and use confidential informants of Ho Chi Minh City local police force from 2013 to 2022. The thesis points out the remarkable results in construction and use confidential informants of Ho Chi Minh City local police force, concurrently indicates the limitations and causes of the limitations in building and use confidential informants of Ho Chi Minh City police. The results of the survey are new points that have not been researched or published before.
4. Based on the study of the current situation, the thesis has made a prediction of the crime situation and the factors affecting to construction and use confidential informants of Ho Chi Minh City local police force in the coming time; proposes seven solutions that contribute to improving efficiency of building and using confidential informants in combating and preventing crimes of local police force of Ho Chi Minh City police.
