1. The thesis has introduced the concept of mobilizing prestigious people among ethnic minorities in Hoa Binh province to participate in preventing and fighting against crimes; clarified the fundamental theory of mobilizing prestigious people among ethnic minorities to participate in preventing and fighting against crimes in their community.

2. Through the survey and analysis of the situation of mobilizing prestigious people among ethnic minorities to participate in preventing and fighting against crimes in the residential communities of Hoa Binh province, the thesis has evaluated the advantages, limitations and indicated the causes of these limitations.

3. The thesis also proposes suggestions to improve the efficiency of mobilizing prestigious people among ethnic minorities to participate in preventing and fighting against crimes according to the functions of the people’s police force. The solutions suggested in the thesis are scientific and feasible. This thesis is a good scientific research which can be used as a valuable source of reference for studying and working in reality.
