New contributions of the thesis:

- The thesis is the first research project that brings a systematic and relatively comprehensive perspective of the state management of security and order on the management of high-risk prisoners in prisons under the Ministry of Public Security.

- The thesis clarifies overview literature at home and abroad related to the thesis and the theoretical issues about the management of high-risk prisoners, such as: concept about high-risk prisoners; concept of management of high-risk prisoners; characteristics of the management of high-risk prisoners; requirements for management of high-risk prisoners in prisons. The thesis clarifies the legal basis and relevant provisions on the management of high-risk prisoners; the contents, forms and measures for managing high-risk prisoners; responsibility and coordination in the management of high-risk prisoners in prisons.

- The thesis surveys, analyzes, evaluates the real situation of management of high-risk prisoners in prisons under the Ministry of Public Security in the function of Prison Police force by focusing on analyzing, assessing characteristics of high-risk prisoners; implementing practical measures to manage high-risk prisoners in prisons under the Ministry of Public Security. From these analysis and assessment, the thesis clearly shows the advantages, limitations, restrictions in the management of high-risk prisoners and explains causes of the limitations and restrictions.

- Based on the theoretical foundation, analyzing, assessing the real situation of the management of high-risk prisoners, the thesis forecasts determinants affecting the management of high-risk prisoners and proposes some feasible solutions to improve the efficiency of the management of high-risk prisoners in the function of Prison Police force in prisons under the Ministry of Public Security in the future.
