New contributions of the thesis:

- The thesis has introduced, explained, and clarified the basic theoretical system of inspection activities on the implementation of policies, laws, duties, and legal responsibilities of the People’s Police force in preventing and combating crimes. In which many new theoretical contents have not been mentioned in previously published scientific works such as concepts, contents, forms, procedures, and implementation methods for conducting the inspection of implementation of policies, laws, duties and legal responsibilities of the People’s Police force in the crime prevention and combat.

- On the basis of the research results on the status of inspection activities on the implementation of policies, laws, duties and legal responsibilities of the People’s Police force in the period 2010 to 2019 and activities of preventing and combating crimes of the People’s Police force, the thesis has given forecasts about the crime situation and new factors affecting the inspection of the implementation of policies, laws, duties and legal responsibilities of the People’s Police force.

- The thesis has proposed 6 groups of solutions to improve the quality of inspection activities, contributing to improving the effectiveness of leadership, direction and implementation of functions, tasks and legal responsibilities of agencies, officials and soldiers of People’s Police force in the crime prevention and combat, specifically: Completing the legal system; Implementing the mechanism of attaching responsibilities of heads of public security agencies at all levels in leading, directing and performing inspection, and at the same time ensuring the independent role of inspection agencies and inspectors; Performing regularly the practical review, research and development of inspection professional theory; Building a contingent of inspectors; Improving the quality of inspections associated with strictly implementing conclusions, recommendations and handling decisions on inspection; Improving the effectiveness of coordination between inspection agencies and functional units in inspection and handling activities after inspection. The thesis’s solutions are scientific, practical, systematic, and not yet published in other scientific works.
