            - The dissertation has systematically completed and supplemented the basic theoretical issues on managing and educating offenders of ethnic minorities: The concept and characteristics of the offenders who are ethnic minority people; The concepts, characteristics and requirements of managing and educating offenders who are ethnic minority people; legal basis; Content, management measures, forms and methods of educating prisoners who are ethnic minorities; The relationship between the police force and the judicial support and other legal forces in managing and educating this object.

            - The dissertation has examined, analyzed and evaluated in an objective and comprehensive way the status of managing and educating ethnic minorities in Northern detention centers of the Ministry of Public Security from 2008 to 6/2017; giving comments, evaluating the advantages; the limitations, shortcomings and causes of shortcomings in managing and educating offenders who are ethnic minorities in Northern detention centers of the Ministry of Public Security.

- The dissertation has provided forecasts on the situation of ethnic minorities and the factors affecting the act of managing and educating prisoners of ethnic minorities in Northern detention centers of the Ministry of Public Security. Based on this, the thesis has developed feasible solutions to improving the effectiveness of managing and educating prisoners of ethnic minorities in Northern detention centers of the Ministry of Public Security in coming time.
