New contributions of the thesis:
1. The thesis is the first work to study the theory and practice of state management on security for publishing activities in a comprehensive, systematic and intensive manner. The thesis has developed the concept, characteristics of publishing and reasoning on state management of security for publishing activities according to the functions of the Public Security force. These are the knowledge that contributes to supplementing and perfecting the theoretical system of state management on information security in Vietnam.

2. The thesis has analyzed and pointed out the characteristics related to state management on security for publishing activities; at the same time, analyzed and assessed the actual state management of information security for publishing activities according to the functions of the Public Security force on many aspects of state management; specific state management measures as well as coordination of state management on security for publishing activities.

3. The thesis clearly points out the shortcomings and limitations as well as the causes of limitations and shortcomings of state management on security in publishing activities of the Public Security forces, thereby building practical and feasible solutions.
