New contributions of the thesis:

1. The thesis surveys and analyzes some typical domestic and foreign projects relating to the patrolling and controlling activities of the Mobile Police Force. Accordingly, the thesis identifies the issues that need to be continued to research and solve in the thesis.

2. The thesis analyzes clearly the theoretical issues of the Mobile Police Force in the Patrolling and controlling activities: the concept, features, role, legal basis, contents, measures and coordinative relationships in the Mobile Police Force in the patrolling and controlling activities.

3. The thesis surveys and explores the situation of the patrolling and controlling activities of the Mobile Police Force in Vietnam. The thesis also draws comments and evaluates the achieved results with limitations, shortcomings and the causes of limitations and shortcomings of the patrolling and controlling activities of the Mobile Police Force.

4. Basing on forecasting the affected factors on the patrolling and controlling activities of the Mobile Police Force, the thesis develops synchronous feasible and practical solution system. The thesis can be applied to improve the efficiency of the Mobile Police Force in the patrolling and controlling activities in the coming time.

The issues in the thesis have a lot of scientific value that can be used in the process of research, training, compiling textbooks, materials reference for police training institutions.
