New contributions of the thesis:

This is the first research project with a systematic and relatively comprehensive state management of social order and security according to the function of the police force in administrative management of social order in general, state management of social order and security according to the function of the Police force on  administrative management of social order and security in  Ninh Binh province in particular. The thesis has clarified the following basic issues:

1. The thesis has systematized and analyzed to deepen some theoretical issues on state management of social order and security. On that basis, to build, supplement and complete the state management theory of social order and security according to the function of the police force on administrative management of social order and security.

2. The thesis surveyed and clarified the situation of relevant characteristics, surveyed, analyzed and clarified the organization, assignment and arrangement of the administrative management police force of social order and security of Ninh Binh Province in the state management of social order and security as well as specific analysis of the state management of social order and security activities according to the function of the police force on the social order and security  of Ninh Binh province. Assess the achieved results, the shortcomings and the causes of those limits and shortcomings. 

3. The thesis has forecasted the relevant situation and proposed solutions to improve the effectiveness of state management of social order and security of administrative management police forces on social order and security of Ninh Binh province in the coming time.

4. The research results of the thesis are of scientific value and can be used in the process of researching, teaching, compiling documents, textbooks and learning in police training institutions.
