Academic and theoretical contributions of thesis
The prevention of and fight against crime is an important task which the Party, the State have been paying a special attention in order to ensure the order and security at sea, contributing to the sustainable socio-economic development of the country. This task is handed over to the Public Security Force, Border Guard, Custom, Fisheries Surveillance Agency, Coast Guard,…. that are responsible for the implementation, in which the Police Force plays a pivotal role. In order to implement the task of protecting the order and security, People’s Public Security Force in general and the People's Police Force in particular have to coordinate more closely with law enforcement forces at sea, including Coast Guard Force. The cooperative relationship between the People's Police Force and Coast Guard Force is based on the legal basis and the signed cooperative priciple. Recently, this cooperative activity has been conducted in various areas and achieved certain results. However, there are many limitations that require to have solutions to improve the operational efficiency in the future.
Research Thesis: "The cooperative relationship between People's Police Force and Coast Guard Force in preventing and fighting against maritime crime" aimed at clarifying the theoretical and and practical issues in the cooperative relationship between People's Police Force and Coast Guard Force in the fight against maritime crime. On that basis, limitations, shortcomings and its causes are detected, that is scientific basis to offer solutions contributing to improving the effectiveness of the relationship.
The result of the thesis has generalized and made the new theoretical system of maritime crime, the cooperative relationship between the People's Police Force and Coast Guard Force in combatting crime at sea, assess accurately the situation of maritime crime in recent years. Especially, the thesis analyzes and assesses the situation of this cooperative relationship, specifies the achieved results, finds out shortcomings and limitations, and their causes. On that basis, the thesis has offered the measures, proposals, suggestions to focus on solving the existing problems. These solutions are based on science and feasible in practice simultaneously.
The thesis has used document research methods, summarizing practices, case studies, direct exchanges with experts in research and crime prevention practices related to Vietnamese waters, organizing scientific seminars,…to obtain the results that thesis has presented. Nevertheless, for this is a broad field related to many activities in the cooperative relationship, the thesis content does not fully and profoundly evaluate prevention of and fight against crime, the maintaince of peace and security at sea. I look forward to receiving the comments of departments, units, scientists, experts inside and outside the force to improve and achieve better results.
