The new contributions about academic and theory of the PhD thesis: 

1. The thesis studies theoretical issues of environmental crimes and legal violations, such as: definition, legal characteristics relating to environmental crimes, concepts and signs of violating environmental laws; analyzes the theoretical issues of preventing and suppressing environmental crimes and violations by functions of the environmental crime prevention and suppression police force.

2. The thesis constructs systematically theoretical issues of recruiting and managing secret collaborators of police force on environmental crime prevention and suppression, such as: definition, characteristics, tasks and professional  methods  of  secret collaborator recruitment and management for preventing and struggling environmental crimes and violations.

3. The thesis studies fundamentally and comprehensively the  practical recruitment and management of secret collaborators for the environment crime prevention and suppression police force, such as: synthesis and analysis to clarify the situation, characteristics, as well as the causes and conditions of crimes and violations of environmental laws from 2008 to June 2014; survey and analysis to clarify the status of recruiting and managing secret collaborators for the environment crime prevention and suppression police force. The thesis reviews and evaluates results, shortcomings and limitations as well as the causes of these problems and limitations in this professional duty.

4. Based on the theoretically, practically synthesized and analyzed issues relating to secret collaborator recruitment and management of the environment crime prevention and suppression police force, and predication for the trends of environmental crimes and legal violations in the next years, the thesis introduces a system of comprehensive solutions to improve the efficiency of recruiting and managing secret collaborators for the environment crime prevention and suppression police force. Each solution focuses on clarifying the content and the implementation process. The  solutions reflect uniformity, feasibility and consistency with the practice of preventing and suppressing environmental crimes and legal violations.

The results of the thesis research which has scientific values, can be used in the process of research, teaching, compiling textbooks, references in the academies, universities and colleges which are under the control of the Ministry of Public Security.
