The new contribution of the thesis:

1. Base on general theory and present regulations on “suu tra” of the People’s Police Force, the thesis clarifying the theoretical issues on “suu tra” work of the Environmental Criminal Prevention and Suppression Police Force: Definition; purposes and requirements, contents, methods, process of environmental subject “suu tra”; assignment, decentralization and coordination in the process of environmental subjects “suu tra”.

2. The thesis has basically and thoroughly researched the related situation and factual issues of the “suu tra” work of the Environmental Criminal Prevention and Suppression Police Force from 2007 to 2014: Analyzing the situation, characteristics of environmental criminals, environmental “suu tra” subjects; organizing the forces to conduct the environmental subject “suu tra” works in the whole country. The thesis has appraised the achieved good results as well as pointed out the weaknesses, shortcomings leading to the formalistic, ineffective results of the “suu tra” work, clarified the causes of the mentioned situation, based on which the solutions has been suggested.

3. Base on the forecast of the coming environmental crime situation and environmental “suu tra” subject facts, the thesis has pointed out solutions to enhance effectiveness of the “suu tra” work of the Environmental Criminal Prevention and Suppression Police Force: Firstly, necessary to lead the procedure of dealing with environmental pollution criminals, base on which the fundamentals of collecting information and documents to take a person to the “suu tra” scope are created; adding the organizations having conditions and chances for environmental criminals to the scale of “suu tra” subjects; Secondly, studying and applying informatics technology to build a “suu tra” process and a database system of “suu tra” work; Thirdly, enhancing the function of criminal prevention and suppression, reducing the administrative fine activities, enhancing the professional competence of the reconnaissance officer staff of the Environmental Criminal Prevention and Suppression Police Force; Fourthly, enhancing the guiding and conductive activities on the Basic Professional Work in the entire force. The solutions are synchronic, feasible and suitable with the reality work of the Environmental Criminal Prevention and Suppression Police Force./.
