On November 9th,
the PPA and Hanoi Metropolitan Public Security Department have organized the Conference
to sum up 5-year of implementing the M.O.U of cooperation between 2 sides in
training staff and ensuring public safety and order in the new situation.
Attending the
conference were Senior Gen. Nguyen Xuan Tu, Deputy Director General of General Department
of Building up Force of M.P.S; Lieutenant Gen. Nguyen Xuan Yem, President of PPA;
Major Gen. Nguyen Duc Chung, Director of Hanoi Metropolitan Public Security
Department as well as representatives of functional units of M.P.S and the PPA.
With the
approval of the Minister of Public Security, on March 03rd. 2008, the
PPA’s President and the Director of Hanoi Metropolitan Public Security
Department signed the Memorandum of Understanding (MOU), in which 16 faculties
and departments of the PPA signed the MOU with the police force of 16 professional
departments and 13 districts of the Hanoi Metropolitan Public Security
Department. The MOU concentrated on cooperation between 2 sides in training
staff and ensuring public order and safety.
In the
conference, the leaders of PPA and the Hanoi Metropolitan Public Security
Department have reported the outcomes of MOU, including the cooperation on
training staff, scientific research, upgrading the professional knowledge and
ensuring public order and safety.
Over the past 5
years, the PPA has worked closely with the Hanoi Metropolitan Public Security
Department to strengthen and improve the efficiency and quality of education
and training staff, coordinating on scientific research in preventing and
combating crimes as well as increasing the number of police cadets in
supporting the Hanoi Metropolitan Public Security Department in ensuring public
safety and order in the area of Hanoi city.

Hanoi Metropolitan Public Security Department have created favorable conditions for PPA’s lecturers and cadets in practical activities such as collecting data for scientific research, sharing opinions in editing working plans and curriculum, providing experts to share practical experiences for cadets. Hanoi Metropolitan Public Security Department has also focused on suppressing criminals and social evils around the area of the Headquarter of the PPA, remarkably limiting the students’ violations.
Besides,
implementing this MOU has provided the conditions for the teachers of the PPA
in combining the theoretical and practical knowledge in the fight against crime
to update the current situation of the public order of Hanoi area. On the other hand, Hanoi
Metropolitan Public Security Department has received better and stronger
support from the PPA in collaborating the human resource if required.
Speaking at the
conference, Lieutenant Gen. Nguyen Xuan Tu congratulated the results of 5-year
implementation of MOU between PPA and Hanoi Metropolitan Public Security
Department and agreed with future directions of cooperation between the 2
sides. He also stressed that this model should be publicized and multiplied for
other M.P.S organs and police training institutions in the coming time.
