Attended the ceremony were Colonel Bui Xuan Hien, Deputy Director of Advisory Department, Ministry of Public Security; Leaders of General Departments, police training institutions of Ministry of Public Security. As for the PPA were Lieutenant General, Prof. Dr. Nguyen Xuan Yem, President of the Academy; members of Party Committee, Board of Director and leaders of the functional departments of the PPA.

At the ceremony, Lieutenant General, Prof. Dr. Nguyen Xuan Yem, President of the PPA presented Doctor Degrees for 26 new Doctors.

Since 1992, the PPA has trained more than 3000 masters, 300 doctors of law and become an important component in the training of high-quality human resources, qualified scientists for the Public Security force, the Ministry of Defense and the internal affairs agencies and police forces of Laos and Cambodia. The PPA had the honor of being presenting the Prime Minister's Certificate of Merit in recognition of outstanding achievements in the training of high-quality human resources on the occasion of summarizing 20 years of postgraduate training of the PPA.

The purposes of postgraduate training at the PPA, especially doctor training are to broaden and improve basic understanding and interdisciplinary knowledge; modernize specialized knowledge in Criminology and the Crime prevention, State management of order and security; foster the methodology on scientific research in order to train the officers with a good political quality, the profound professional knowledge, the ability to apply theory to the practice of crime prevention and suppression.

Speaking at the ceremony, on behalf of the Party Committee, Board of Director of the PPA, Lieutenant General, Prof. Dr. Nguyen Xuan Yem, President of the PPA congratulated the new Doctors who successfully defended the thesis. The President of the PPA required that the new Doctors would apply effectively the equipped knowledge and methodology, conduct actively scientific research and provides practical experience with the PPA to contribute the professional theory of the Public Security force, meet the requirements of the tasks in the new situation.
