The Congress also had the presence of leaders of units and mass organizations of the PPA; Representatives from the Youth Union of the police training institutions, the Youth Union of the PPA’s partners; former Secretaries of the PPA Youth Union with 240 delegates representing more than 5,100 members of the PPA Youth Union.

The 17th Ho Chi Minh Communist Youth Congress of the PPA, term 2017 - 2019 is to review, evaluate objectively and comprehensively the implementation of the Resolution of the 16^th PPA Youth Union Congress, term 2014 - 2017. From that point, the Congress acquires the opinions of the participants, set out the direction, tasks, programs of actions and targets for the PPA Youth Union, term 2017 - 2019.

During the term of 2014 - 2017, with the close attention of the Party Committee, the Board of Directors of the PPA, the tasks of Youth Union and the youth movements of the PPA continue to have the comprehensive, stable and solid development. Some activities are innovative and created breakthroughs. The youth movements have always followed the political mission of the Public Security force and the PPA.

Promoting the traditions of the previous generations, from the requirements and political tasks of the Public Security force and the PPA, the Congress determined the tasks of Youth Union and the youth movement for the term 2017 - 2019 with the motto: “The PPA youth is renovation, pioneer, creativity, start-up, jointly builds the PPA to become the key national higher education institutions”.

The delegates approved of five targets and missions for the Youth Union for the term 2017 - 2019, namely: (1) Renovate and intensify the political education; (2) raise the spirit of start-up, organize the emulation movements in association with the political duties; (3) promote the movement of culture, arts, physical training and sports, build a cultural lifestyle; (4) continue to promote the volunteer activities; (5) continue to improve the quality and efficiency of building up the Youth Union and  role of the Youth Union in building up the Party.

At the Congress, the delegates elected 15 outstanding members to the new Executive Committee for the term 2017 - 2019 and elected the delegations to attend the 9^th Youth Union Congress of the Politics General Department including 23 members.

Speaking at the Congress, on behalf of the Party Committee, the Board of Directors of the PPA, Major General, Assoc. Prof. Dr. Dang Xuan Khang, Vice President of the Academy praised the efforts, especially the excellent achievements of the youth union during the term of 2014 - 2017. These achievements had a part in the common achievements of the PPA on all working aspects, contributed to the development of the PPA.

Under the circumstance of international integration with the negative impact on the task of ensuring security and order, the Vice President of the PPA suggested that in the coming time, the PPA Youth Union had to renovate the work. The renovation need to be associated with the work of teaching, study, scientific research, counseling, service, practice of the youth union members of the PPA. It was necessary to renovate the way of organizing activities so that the members could voluntarily participate in and had a great influence; improve the efficiency of the propaganda of the youth’s activities…

The startup of the PPA youth was also emphasized by the Vice President of the Academy. Accordingly, he suggested that the youth union members of the PPA should startup right after joining the armed forces. The youth of the PPA need to accumulate knowledge, equip the soft skills, train the will, bravery, sense of discipline and behavioral culture in the armed forces.

On this occasion, the Vice President of the PPA called on the youth of the PPA to strive for the education and training of the Academy as well as the Cause of training high quality human resources for the Public Security forces. The youth of the PPA always have to renovate, be active, creative to startup, proceed to the successful career; determine to successful implement the Resolution of the 17th PPA Youth Union Congress.

The success of the 17th Ho Chi Minh Communist Youth Congress of the PPA affirmed that the tasks of the Youth Union and the youth movement in the last term continued to develop comprehensively, stably and to be consistent with the political mission of the Public Security force, the PPA and the Youth Union in each period, contributing to the overall achievement of the Academy. With that result, the position of the PPA Youth Union has been increasingly affirmed, the political thought of the Youth Union members has been increasingly enhanced, contributing to building a beautiful image of the youth of the PPA.
